The Nation's First Redevelopment Relocation Management Manual
Yongsan District in Seoul is drawing attention for publishing a white paper that compiles its know-how in relocation management for the largest redevelopment project in the city. On December 22, Yongsan District (headed by District Mayor Park Heeyoung) announced the publication of the “Hannam District 3 Relocation Management White Paper (Redevelopment Relocation Management Manual),” which details the systematic relocation management experience and expertise accumulated through the Hannam District 3 redevelopment and maintenance project.
The Hannam District 3 Redevelopment Promotion Zone, the largest redevelopment project in Seoul, is an area on the Namsan hills densely packed with old houses. Its complex physical environment and diverse population-including multicultural communities, the elderly, and foreign tenants-made the relocation process more complicated and hazardous than in typical redevelopment sites.
This white paper serves as a comprehensive record of the entire relocation management process during the Hannam District 3 redevelopment project. It includes the basic relocation management framework, step-by-step relocation management manuals, detailed guidelines by sector, and administrative and on-site practical tools. The document systematically presents operational procedures and key case studies.
By compiling vivid examples of conflict resolution and response strategies from the field, the white paper is expected to serve as a guide for ensuring safe and swift relocations in similar future redevelopment projects. In particular, it offers practical solutions for unexpected variables that practitioners may face, and is anticipated to significantly reduce administrative trial and error.
Yongsan District plans to distribute the “Hannam District 3 Relocation Management White Paper” to major redevelopment project associations and related organizations, aiming to prevent safety accidents during the relocation phase and enhance operational efficiency.
Meanwhile, construction of Hannam District 3 is scheduled to begin next year, with plans for 127 buildings ranging from 7 basement levels to 22 above-ground floors, totaling 5,970 housing units. Covering an area of 386,364 square meters around 686 Hannam-dong, it is the largest redevelopment site in Seoul.
Park Heeyoung, Mayor of Yongsan District, stated, “This relocation management white paper goes beyond a simple business record; it will serve as a reference for setting directions and standards for relocation management in future urban maintenance projects. I hope it will be of practical help not only to those involved in redevelopment projects, but also to administrative agencies and researchers.”
