Maximum Building Height Raised from 30 to 49 Stories
Additional 238 Residential Units Planned
Changes to Key Infrastructure Including Schools and Roads
The Seoul Metropolitan Government has approved a revised redevelopment promotion plan for Noryangjin District 3, increasing the maximum building height to 49 stories and the total number of residential units to 1,250.
On December 21, the Seoul Metropolitan Government announced that the 10th Urban Redevelopment Committee, held on December 19, had passed the “Revised Redevelopment Promotion Plan for Noryangjin District 3” with modifications.
Noryangjin District 3, covering an area of 73,837 square meters, is located at 232-19 Noryangjin-dong, Dongjak-gu, between Noryangjin Station and Jangseungbaegi Station. The district is awaiting approval for its management and disposal plan. The relocation and demolition work, along with changes to the project implementation plan, are being pursued in parallel, with construction targeted to begin in 2027.
With this revision, the plans for installing key infrastructure such as the locations of schools, parks, and internal roads have been changed. An agreement was reached to relocate Noryangjin Elementary School, previously situated along the main street at the center of the district, to a site further inside the district, resolving a major obstacle to the project. The park, which was previously located between apartment complexes, will be moved to a site behind the school.
In addition, the application of improved standards for establishing redevelopment promotion plans will allow for a higher floor area ratio, including the relaxation of the base ratio. This is expected to promote housing supply in areas with high public demand and revitalize the area along Jangseungbaegi-ro and other key locations.
For Noryangjin District 3, the base floor area ratio will be relaxed by 30%, and the increased (legal maximum) floor area ratio will be applied, raising the ratio from the previous 241% to up to 300%. The number of residential units will increase by 238 compared to the previous plan (1,012 units). Of the total 1,250 units, 216 will be rental housing. The construction company in charge is POSCO E&C.
Choi Jinseok, Director of Housing at the Seoul Metropolitan Government, stated, “With this latest revision to the redevelopment promotion plan for Noryangjin District 3, which is in the final stages of management and disposal plan approval, we will actively support the rapid supply of high-quality housing in areas preferred by citizens and ensure that construction begins as soon as possible.”
