Seongnam City Announces Proposal Notice for Second Special Redevelopment Zone in Bundang
12,000 Units Allocated... Focus on Ensuring Fairness Including Relocation Measures
Transition to Resident Proposal System... 98,000 Units to Be Redeveloped Sequentially by 2035
Bundang District in Seongnam City, Gyeonggi Province, is set to officially launch its second phase of redevelopment following its selection as a leading district.
On December 19, Seongnam City (Mayor Shin Sangjin) announced the 'Proposal Notice for Designation of the Second Special Redevelopment Zone for the Maintenance of the Aging Planned City in Bundang,' and released the detailed schedule and guidelines for the follow-up project set to begin in 2026.
The most notable feature of this second phase is that it will be carried out through a 'resident proposal system,' rather than the 'public contest method' used for the selection of the leading district in the first phase.
Complexes wishing to participate in the project must obtain the consent of a majority of land and property owners and directly prepare a special redevelopment plan. Unlike the first phase, where applicants competed based on scores set by the city, the driving force of this phase will be residents’ voluntary commitment and the completeness of their plans.
Draft submissions for the special redevelopment plan will be accepted for ten days, from 9:00 a.m. on July 1, 2026, to 6:00 p.m. on July 10, 2026. The submitted proposals will undergo expert review by the Special Redevelopment Plan Advisory Committee, and the results will be individually communicated to the representatives of each proposed area. The final submissions, reflecting the committee’s feedback, are expected to begin in September.
The planned number of units for designation as special redevelopment zones in 2026 is 12,000, which corresponds to the second phase of Seongnam City's step-by-step master plan for the maintenance of aging planned cities. Seongnam City plans to designate a total of 98,700 units in 11 phases from 2025 to 2035.
Previously, on December 15, at the Seongnam City Urban Planning Committee meeting, the city conditionally approved all 12,055 units for the leading district, thereby establishing a foundation for the smooth implementation of the second phase of the project.
Seongnam City intends to ensure fairness and transparency in the designation of the second special redevelopment zone, thereby enhancing the overall reliability of the project and laying the institutional foundation for a stable, resident-centered redevelopment process.
