This expanded initiative builds on the 'Three Major Public Service Misconduct Eradication Measures' that have been in place since 2024, which target bribery and improper entertainment, drunk driving, and sexual misconduct. The new measures add stalking and the embezzlement or misappropriation of public funds, aiming to further reinforce discipline among public officials.
The background for expanding these measures includes the Ministry of the Interior and Safety's plan to introduce separate disciplinary standards for serious misconduct such as digital sex crimes by public officials, stalking, and the concealment or abetment of drunk driving under the "Local Public Officials Disciplinary Regulations." It also reflects the intention to strengthen prevention in light of recent real-world cases of similar misconduct.
To enhance the effectiveness of these measures, Pocheon City will conduct case-based training for each department and actively work to prevent misconduct by raising awareness and improving perceptions among employees.
If any of the five major types of misconduct occur in the future, the city will request severe disciplinary action regardless of the severity of the offense. In addition to disciplinary measures, additional disadvantages will be imposed across personnel, financial, and welfare benefits to strongly eradicate such behavior.
Major additional disadvantages, aside from disciplinary action, include dismissal from one's position, full deduction of welfare points for three years, withholding of one performance-based bonus or incentive payment, exclusion from support for the use of recreational facilities, restrictions on domestic and overseas official travel and training, and denial of special leave.
Furthermore, regarding drunk driving, the standards will be strengthened so that abetment or concealment of such acts can also result in disciplinary action ranging from pay reduction to demotion. As with existing measures, joint responsibility will be applied to senior officials who attend departmental events where drunk driving misconduct occurs.
In addition, for offenses subject to criminal penalties, such as bribery, improper entertainment, or embezzlement of public funds, the city plans to actively report offenders to investigative authorities.
A Pocheon City official stated, "We are pursuing these measures with the goal of achieving 'Zero Five Major Public Service Misconduct.' The purpose of these measures is not to punish offenders, but to prevent serious misconduct in the public sector in advance and to establish a transparent and responsible public service culture for citizens." The official added, "We will continue our efforts to realize a clean public sector."
