Jangsu County Named Outstanding Institution in Ministry of Health and Welfare's Regional Welfare Project Evaluation

'Results of Local Community Welfare Plan Implementation' Category

Jangsu County in North Jeolla Province has been selected as an outstanding institution for the first time since its establishment in the 'Results of Local Community Welfare Plan Implementation' category of the 2025 Ministry of Health and Welfare's regional welfare project evaluation.


According to the county on December 18, this evaluation, organized by the Ministry of Health and Welfare, has comprehensively assessed the entire process of establishing and implementing local community welfare plans for all 17 provinces and 229 cities, counties, and districts nationwide every year since 2015, in accordance with the Social Security Benefits Act.

This year's evaluation was conducted in five areas: the thoroughness of the plan's content, excellence in implementation results, resident participation and satisfaction, appropriateness of the implementation process, and efforts in project management and capacity building.


Through the first round of screening, 30 cities, counties, and districts were selected, and the final outstanding institutions were determined after presentations and Q&A sessions.


The local community welfare plan is a comprehensive strategy that encompasses not only welfare but also employment, culture, education, and health, serving as a core plan that sets the direction for tailored social security policies reflecting local characteristics and resident needs.


Under the vision of "Resident Participation Grassroots Village Community Jangsu," the county has worked to establish a resident-centered welfare system by gradually implementing a total of eight strategic initiatives, eight key projects, and 39 detailed programs, including the "Knock! Knock! Welfare Safety Net" and the operation of community care facilities for seniors living alone.


In particular, this year's evaluation highlighted Jangsu County's unique welfare model, the "Jangsu-type Knock! Knock! Welfare Safety Net," which was operated in connection with core projects such as the Welfare Safety Net Happiness Wagon and the Happiness Mail Delivery Service. This was recognized as an exemplary case of building a social security system tailored to local characteristics.


Additionally, the county's ongoing monitoring and adjustment of detailed projects, along with systematic management of implementation progress, were evaluated as key factors that led to effective execution of welfare plans suited to local conditions and contributed to its selection as an outstanding institution.


Building on this achievement, the county plans to further expand customized welfare strategies based on resident feedback and strengthen efforts to establish a sustainable local community welfare system.

We will continue to proactively respond to local welfare needs and build a robust welfare safety net through public-private cooperation, steadily promoting social security policies that residents can truly experience."
