Gyosan New Town in Hanam to Host 3 Trillion Won 'AI Cluster' Project
KT Cloud, POSTECH, and Carnegie Mellon University Among Major Partners
Graduate School of AI, Supercomputer Data Center, and Bio Research Complex Planned

A large-scale 'AI Cluster' project worth 3 trillion won, which is expected to reshape the landscape of South Korea's artificial intelligence industry, will be established on the self-sufficient sites of Gyosan New Town in Hanam.

On December 17, Hanam City in Gyeonggi Province (Mayor Lee Hyunjae) announced that it will promote the establishment of a global AI cluster on five self-sufficient sites in Gyosan New Town, utilizing Gyeonggi Province's public project recommendation rights. This project is not limited to attracting companies; it will be built as a comprehensive industry-academia-research model that combines leading domestic and international universities, data infrastructure, and research complexes.


This cluster will see the participation of numerous global-level partners. Infrastructure development will be led by KT Cloud and KT Asset Management, which will establish AI and supercomputer data centers. In the fields of education and research, top domestic institution POSTECH, along with globally renowned AI universities such as Carnegie Mellon University in the United States and the National University of Singapore, will participate.


Key facilities will include a graduate school of artificial intelligence, a bio research complex linked to AI, and supercomputer data infrastructure. Through these, Hanam City plans to become a core hub leading South Korea's AI industry.


Mayor Lee Hyunjae requested Gyeonggi Province Governor Kim Dongyeon to focus on several key issues to ensure the successful completion of the AI cluster, which would not only drive the success of South Korea's AI industry and develop it into a global hub but also secure Hanam City's self-sufficiency.


First, in order to fundamentally block speculative development, the city will impose conditions such as 'maintaining the business plan for 20 years' and 'a 10-year resale restriction.' Additionally, Hanam City will require the submission of official resolutions guaranteeing the attraction of headquarters-level companies and the actual operation of global universities within the five self-sufficient sites.


Second, the city emphasized the need for systematic investment plans and the submission of official resolutions to ensure the attraction of headquarters-level companies and leading domestic and international universities such as Carnegie Mellon University, the National University of Singapore, and POSTECH, so that the world's best industry-academia-research AI complex can be successfully operated within the five self-sufficient sites.


Third, for the benefit of Hanam citizens, the city requested the inclusion of specific win-win measures such as allowing a certain number of Hanam students to study at Carnegie Mellon University and the National University of Singapore, which will be located in Gyosan New Town, requiring a minimum employment ratio for Hanam citizens, and promoting cooperation between local companies and AI initiatives.


Fourth, to ensure seamless project management, the city requested the formation of a working-level consultative body, participation of Hanam City from the initial stages through to post-completion operations, and the clear stipulation of Hanam City's required conditions as prerequisites in the case of land sales by LH.

Mayor Lee Hyunjae stated, "I would like to express my deep gratitude to Governor Kim Dongyeon of Gyeonggi Province and all those involved for recommending Hanam City through the public project process and enabling us to attract this large-scale investment project." He also requested, "In order for the AI cluster to be successfully completed and lead South Korea's AI industry, while also securing Hanam City's self-sufficiency, I ask for the full support of Gyeonggi Province, LH, GH, and all selected project operators. Based on this, I hope the Gyosan District AI Cluster in Hanam City will be able to lead world-class AI technology, not only in Gyeonggi Province and South Korea but also globally."


Additionally, on the same day, Mayor Lee requested the promotion of 'urban management plan change (zoning)'-a matter to be reviewed by the Gyeonggi Province Urban Planning Committee after consultation with the Hanam City Urban Planning Committee-in connection with Hanam City's pending issue of constructing a five-star hotel. Regarding the creation of a K-Culture complex, Mayor Lee pointed out the high ratio of rental housing in Hanam City and proposed easing the ratio from 50% to 35%, as was done for Camp Colburn, as well as the lifting of greenbelt restrictions and active support from Gyeonggi Province in attracting foreign investment. Governor Kim Dongyeon expressed strong agreement with these suggestions.
