Win-Win Partnership Between Central and Local Governments
Promoting Sustainable Cooperation
On December 16, Goheung County in South Jeolla Province announced that it had signed a mutual cooperation agreement (MOU) for local revitalization and win-win partnership with the Aerospace Agency (Director Yoon Youngbin) and Sacheon City (Mayor Park Dongsik) at the Aerospace Agency office in Sacheon City, South Gyeongsang Province. The parties agreed to establish a cooperative system for sustainable regional win-win development and balanced growth.
This agreement is part of the government-led cross-ministerial policy initiative, "Measures to Promote Win-Win Consumption for Local Revitalization." It aims to boost the domestic economy through cooperation between non-capital local governments and central ministries, while also fostering the spread of aerospace culture throughout the region.

Goheung County and Sacheon City are each core hubs for the aerospace industry, focusing respectively on the launch vehicle and satellite sectors. Through collaboration with the Aerospace Agency, they are expected to promote balanced regional development and foster greater unity between eastern and western regions.
In particular, Goheung County, the Aerospace Agency, and Sacheon City plan to intensify mutual exchanges to address population decline and the risk of regional extinction, as well as to revitalize their communities.
The main points of the agreement include participation in major local events and tourism promotion, involvement in the Hometown Love Donation Program and the purchase of agricultural and specialty products, rural volunteer activities, and marine waste collection as part of social contribution efforts. The three organizations plan to expand cooperation in various fields to encourage direct consumption and exchanges.
The signing ceremony was attended by Yang Gukjin, Deputy Governor of Goheung County; Yoon Youngbin, Director of the Aerospace Agency; and Park Dongsik, Mayor of Sacheon City, who all reaffirmed their commitment to practical win-win cooperation.
Yang Gukjin, Deputy Governor of Goheung County, stated, "This agreement marks the starting point for central ministries and local governments to work together to overcome the crisis of regional extinction and to create a model case of win-win cooperation centered on the aerospace industry. Through close collaboration with Sacheon City and the Aerospace Agency, we will develop a leading model for national balanced development and regional partnership."
Park Dongsik, Mayor of Sacheon City, said, "I hope that today's signing of the win-win partnership will inject new vitality into our communities and serve as a springboard for Sacheon City to become a leading center of Korea's aerospace industry."
Yoon Youngbin, Director of the Aerospace Agency, remarked, "It is essential to work with local communities to promote the growth of the aerospace industry and the spread of aerospace culture throughout the region. We will actively support various activities and, rather than a one-time event, will pursue a continuous win-win relationship to bring about tangible changes, such as increased income for local residents."
