Over 1.1 Trillion Won Paid Out from September to November
Card Spending by Recipients Surpasses 12 Trillion Won
The Ministry of SMEs and Startups announced on December 16 that it has paid 391.6 billion won for the November round of the “Win-Win Payback” program. The cumulative payout from September to November totals 1.1072 trillion won.
The Win-Win Payback program provides a digital Onnuri gift certificate refund to Korean citizens aged 19 and older if their monthly card spending from September to December exceeds their average monthly spending from the previous year. The refund equals 20% of the increased amount, with a maximum of 330,000 won over four months.
Since applications opened on September 15, a total of 14.95 million people have applied as of December 14. Reflecting this high level of interest, Win-Win Payback ranked second in the news category of Google Korea’s “2025 Year in Search,” announced on December 4.
Among those who applied by November 30, 6.5 million people-representing 44.8% of all eligible participants-qualified for the November payback by increasing their card spending compared to last year’s monthly average. These recipients received a total of 391.6 billion won, with the average payout per person amounting to 60,276 won.
Additionally, 1.3 million people who saw increased spending in September and October but applied after November 10 and thus missed the second round of payments, were retroactively paid 72.6 billion won for the September and October payback. Taking this into account, a total of 340.7 billion won was paid to 5.89 million people for September, and 374.9 billion won to 6.28 million people for October.
The total increase in card spending for Win-Win Payback recipients from September to November, compared to last year’s monthly average, amounted to 12.0356 trillion won. This is approximately 11 times the total payout of 1.1072 trillion won over the same period.
Meanwhile, the digital Onnuri gift certificates received can be used at over 170,000 affiliated stores nationwide, including restaurants, cafes, bakeries, hair salons, and optical shops in traditional markets and neighborhood shopping districts. Participating stores can be easily found using the “Digital Onnuri” app, and a wide variety of products and delivery services are also available through the “Online Traditional Market Hall.”
Applications for the Win-Win Payback program can be submitted on the official website until midnight on December 31. For the increase in December spending, participants can receive a refund of up to 30,000 won. Kim Jeongju, Director of Small Business Policy at the Ministry of SMEs and Startups, stated, “With so many citizens participating in Win-Win Payback, we are invigorating small businesses and the real economy,” adding, “We will do our utmost to ensure the program continues to boost consumption through the end of the year.”
