Vice Chairman Ryu Younggil Wins "Excellence Award" at Democratic Party Excellent Ordinance Competition

Ryu Younggil, Vice Chairman of the Hwasun County Council, announced on December 15 that he received the Party Representative Level 2 Award, equivalent to the Excellence Award in the Local Council category, at the "2025 Democratic Party Local Government Excellent Policy and Local Council Excellent Ordinance Competition."


This award recognizes his achievement in enacting effective ordinances to enhance the welfare of residents in mining closure areas and to revitalize the local economy.

The award ceremony was held on December 14 at the National Assembly Members’ Office Building. The competition, hosted by the Democratic Party's Chamjoeun Local Government Committee, is organized every two years to discover and select effective policies and ordinances among metropolitan and basic council members nationwide.


Vice Chairman Ryu was honored for the ordinance on the "Establishment and Operation of the Hwasun County Mining Closure Area Development Fund Review Committee."


This ordinance, enacted after the closure of the Hwasun Mining Office-the first coal mine in Korea-in 2023, centers on forming a review committee composed of residents, council members, and experts to ensure transparent and efficient management of the mining closure area development fund.


As chairman of the Special Committee on Measures for Mining Closure, Vice Chairman Ryu has consistently engaged in legislative activities to inspect the fund’s management and improve related systems. Since the enactment of the ordinance, a review committee including resident representatives and private sector experts has been established, and starting in the second half of this year, residents' opinions will be actively reflected in the fund’s management plans.


This award is recognized as an example of achieving structural results by implementing a resident-participatory governance system in county administration, going beyond the mere introduction of a new system. In particular, since Hwasun County is the only designated mining closure area promotion district in Jeollanam-do, the effectiveness and applicability of this ordinance are drawing even greater attention.
