Gwangju City Council Member No Youngjun: "Repeated Illegal Promotions of Private Rental Housing... Fines Must Be Enforced"

Calls for Legal and Institutional Reform

No Youngjun, a member of the Gwangju City Council in Gyeonggi Province (People Power Party, representing Gyeongan-dong, Ssangnyeong-dong, and Gwangnam 1 and 2-dong), pointed out repeated illegal promotional activities and issues with the enforcement of fines related to private rental housing in Ssangnyeong-dong during a 10-minute free speech at the plenary session held on December 9.

Assemblyman No stated, "Although I already raised concerns about potential public confusion caused by illegal promotions at the plenary session in February, these illegal activities have continued. As a result, administrative crackdowns and the imposition of fines have inevitably persisted."


He noted that the Gwangju city administration has invested considerable administrative resources in removing illegal banners and imposing fines, saying, "Currently, it is difficult to find illegal banners within the city." However, he emphasized, "The illegal banners were not isolated mistakes but repeated violations. Since tens of billions of won in fines have been imposed on the proxy agencies and developers, responsible compliance must follow."


In addition, Assemblyman No mentioned that rumors regarding the operational status of related companies have recently been spreading in the area, increasing residents' concerns. He said, "In such times, explanations and the provision of information based on facts and accountability are essential."


Furthermore, he pointed out, "The case in which a false sale of private rental apartments in the Gyeonggi region led to criminal charges highlights the risks of the private rental housing system, which is left in an administrative blind spot. In the Ssangnyeong-dong urban development project, since rental housing plans have been entirely excluded, promotions based on unconfirmed information can only increase public confusion."


Assemblyman No stated, "Securing a home is the most pressing issue for citizens," and added, "The private rental housing system also requires legal and institutional improvements to ensure not only expanded supply but also citizen protection and the accuracy of information."
