The Honam Voters' Association, a regional civic organization established in 2005, aims for political reform and the restoration of morality. Each year, it selects and honors outstanding council members who have contributed to the development and welfare of the local community.
Seo was highly regarded for his continuous review of executive branch policies and for incorporating feedback gathered from resident meetings and public hearings into his legislative work.
Seo stated, "This was only possible thanks to the residents who always shared their opinions and concerns with me," adding, "I will continue to seek answers in the field and work to improve policies and systems that change the lives of our residents."
Seo continues to focus his legislative efforts on local issues, such as responding to dust damage caused by the demolition of the Jeonnam and Ilsin Textile sites, operating a research group to improve the system for resolving defects in apartment complexes, enhancing welfare for youth and seniors, and developing strategies for regional coexistence related to the development of The Hyundai Gwangju.
