Jeonnam Provincial Assembly members Jeon Kyungseon (Democratic Party of Korea, Mokpo 5), Lee Jaetae (Democratic Party of Korea, Naju 3), and Lim Hyungseok (Democratic Party of Korea, Gwangyang 1) received first-class awards at the "2025 Democratic Party of Korea Local Government Outstanding Policy and Local Council Outstanding Ordinance Competition."
According to the Jeonnam Provincial Assembly on December 15, at the awards ceremony held the previous day at the National Assembly Members' Office Building, Assemblyman Jeon Kyungseon received the first-class award, the highest honor, for the "Ordinance on Supporting the Creation of a Disability-Friendly City in Jeollanam-do." Assemblyman Lee Jaetae was recognized for the "Ordinance on Preventing Door-to-Door Sales Damage in Jeollanam-do," and Assemblyman Lim Hyungseok was honored for the "Ordinance on Supporting Student Commuting by the Jeonnam Office of Education." Assemblyman Lim received the first-class award for the second consecutive time, following his win in 2023.
This competition, hosted by the Democratic Party of Korea's Chamjoheun Local Government Committee, selects outstanding ordinances from local councils every two years to discover and promote creative and effective policies and ordinances that have been proven in the field. This year, 21 metropolitan council members received first-class awards in the outstanding ordinance category.
Assemblyman Jeon Kyungseon's "Ordinance on Supporting the Creation of a Disability-Friendly City" was recognized for establishing an institutional foundation to enable people with disabilities to live safely and conveniently and participate equally in society, addressing the increasing and complex welfare needs in Jeonnam due to the high proportion of people with disabilities and the growing number of elderly individuals with disabilities.
The ordinance clearly defines the concept of a "disability-friendly city" and requires that the perspectives of people with disabilities be reflected in the establishment of comprehensive support plans and throughout policy implementation, thereby providing a basis for systematically expanding disability-friendly policies throughout Jeonnam.
Assemblyman Jeon stated, "I will continue to do my best in legislative activities that bring about real change, listening to voices from the field to create an inclusive Jeonnam where people with and without disabilities live together."
Assemblyman Lee Jaetae's "Ordinance on Preventing Door-to-Door Sales Damage" was the first of its kind in the country, established to prevent consumer harm caused by door-to-door sales. In particular, the ordinance received high praise for enabling the operation of the "Door-to-Door Sales Guardian" system in connection with senior employment programs.
Assemblyman Lee said, "I will continue to monitor and improve the ordinance to ensure it works effectively in the field and truly benefits the lives of residents."
The "Ordinance on Supporting Student Commuting," proposed by Assemblyman Lim Hyungseok, was highly regarded for expanding support to students in urban dong areas who had previously been excluded from existing commuting support, and for establishing an institutional basis for safe and convenient student commuting.
Assemblyman Lim stated, "From next year, elementary and middle school students who have a commuting distance of more than 1.5 kilometers or require more than 30 minutes by public transportation will be eligible for commuting support," adding, "I will continue to listen to voices from the field and propose effective ordinances that residents can truly feel."
This competition was organized to discover outstanding policies and ordinances from local governments and councils, with the aim of advancing local autonomy and decentralization, and ushering in an era of true local government and resident sovereignty.
