Five Maintenance Zones Designated... Residents Can Propose Maintenance Projects
The Gasu Jugong Apartment complex in Gasu-dong, Osan-si, Gyeonggi Province, has been designated as a planned maintenance zone for redevelopment.
On December 10, the Osan city government announced that it had officially published the "2030 Osan City Urban and Residential Environment Maintenance Master Plan," which includes these details.
This plan is a statutory plan established every 10 years and reviewed for feasibility every 5 years in accordance with the "Urban and Residential Environment Maintenance Act." It serves as the basic policy for maintenance projects such as redevelopment and reconstruction.
The city established five maintenance zones, taking into account living areas, residential zones, and current development status: North, Central, South 1, South 2, and South 3. Residents within these maintenance zones can freely propose maintenance projects by setting boundaries based on resident consent. The city will determine whether legal standards are met using the residential maintenance index, and if the criteria are satisfied, residents may propose the initiation of a maintenance plan after the city's preliminary feasibility review.
In addition, although not included in the designated maintenance zones, the Gasu Jugong Apartment complex in Gasu-dong 113, where a reconstruction project is already underway, has been designated as a "planned maintenance zone." This apartment complex, built in 1990, consists of 620 low-rise units. At the end of last year, the city’s safety inspection rated it as grade E, confirming the need for reconstruction.
The plan also presents criteria, permissible, and maximum floor area ratios (FAR) for each zoning type for maintenance projects. The permissible FARs by zoning type are: 190% for Type 1 General Residential, 230% for Type 2 General Residential, 450% for Semi-Residential, and 900-1100% for Commercial zones. However, in cases where the zoning is upgraded, the plan sets the FAR at a level 10 percentage points lower than the standard to ensure the provision of public infrastructure.
Additionally, the plan allows for FAR incentives to be applied based on factors such as the creation of open spaces, inclusion of parking plans, tenant stabilization measures, and contributions to urban revitalization, to improve project feasibility.
Lee Gwonjae, Mayor of Osan, stated, "As this is the first maintenance master plan established in Osan, we will do our utmost to ensure that urban redevelopment is carried out with both public interest and effectiveness."
Following the official announcement of the maintenance master plan, the city will begin phased resident education programs next year to help residents understand the newly introduced maintenance zones and will continue communication efforts to expand participation and consensus in maintenance projects.
