Four Consecutive Years of Institutional Commendations

Jeonbuk Special Self-Governing Province has been selected as the only top-performing institution nationwide in both winter and summer in the Ministry of the Interior and Safety's 'Natural Disaster Countermeasure Evaluation'.
According to the province on December 9, this evaluation was conducted by the Ministry of the Interior and Safety, targeting preparations for heavy snowfall in the winter of 2024-2025 and responses to torrential rains in the summer of 2025, covering 17 metropolitan cities and provinces and 226 cities, counties, and districts across the country.
The province was chosen as the only local government to achieve the highest rating in both the summer and winter categories. In particular, this marks the fourth consecutive year that the province has received an institutional commendation, once again proving that it is the safest region against natural disasters.
As a result of the evaluation, Jeonbuk secured a total of 600 million won in special grants at the provincial level. In the city and county evaluations, Sunchang County was selected as the top institution for winter and received 150 million won, while Gimje City was awarded an encouragement prize and received 50 million won. In the summer category, Gunsan City was selected as an encouragement institution and received 150 million won. Altogether, the province and its cities and counties secured a total of 950 million won in special grants.
The province has steadily established a scientific response system to address the increasing scale and complexity of natural disasters caused by the climate crisis. It introduced an AI-based urban flood response system, implemented a five-stage disaster response framework, and operated a 24-hour emergency duty system, thereby pursuing proactive and effective countermeasures. The operation of inter-municipal cooperation systems through deputy head-led countermeasure meetings was also highly evaluated.
During the winter, the province conducted preemptive inspections of vulnerable facilities such as greenhouses and roads in response to heavy snow forecasts, while simultaneously carrying out road controls and evacuation measures to minimize damage. In particular, a comprehensive survey and customized management system were implemented for vulnerable groups living in residential greenhouses, strengthening efforts to protect residents.
In the summer, the province focused on managing disaster-prone areas within daily living zones, such as riverside roads, riverside parking lots, and landslide risk areas. Step-by-step controls were enforced during heavy rain warnings, monitoring was strengthened for reservoirs and areas prone to frequent flooding, and resident evacuation and essential goods support were provided to enhance the sense of safety among residents through practical, community-focused safety management.
Looking ahead, the province plans to continue minimizing disaster damage through swift situation response and thorough on-site management during the winter countermeasure period (November 15 to March 15). It will also continue to improve its digital-based inspection system to address disaster blind spots and strengthen protection systems for high-risk groups.
