Jayang District 5 Development Site to Open in January Next Year
Hoban Construction Provides and Develops the Site
Gwangjin District in Seoul (Mayor Kim Kyungho) announced on December 8 that it had signed a business agreement with Hoban Construction on December 4 to establish a temporary parking lot on the development site of the Jayang District 5 Redevelopment Promotion Zone.

The Jayang District 5 Redevelopment Promotion Zone, located at 680-81 Jayang-dong, covers an area of 29,025 square meters. The project took its first steps 20 years ago when the area was designated as the second Gugi-Jayang Balanced Development Promotion District, but it remained vacant for a long period after the Korea Post Information Center relocated to Naju in 2013.
Recently, following a revised approval by the Seoul Urban Redevelopment Committee, the development plan for the area around Guui Station was finalized, including the attraction of a municipal children's hospital and the expansion of residential functions. However, as there is still time before construction begins, the district has continued to consider ways to utilize the site in the interim.
The district, in partnership with Hoban Construction, will create a temporary parking lot with 600 spaces. This is the largest temporary parking lot on a planned development site in the country, established through public-private collaboration. The plan actively reflects the local characteristics of the area, which has long suffered from a shortage of parking facilities.
Hoban Construction will provide the site to Gwangjin District free of charge until development begins and will directly build the necessary infrastructure for the parking lot. The district, in turn, will offer tax benefits such as property tax reductions for the site, establishing a cooperative framework that enables mutual growth between the public and private sectors.
The temporary parking lot is currently under construction, with the goal of opening in January next year. Both a resident-priority parking system and a time-based system will be implemented. The new parking lot is expected to significantly alleviate parking difficulties for local residents and also absorb much of the parking demand from visitors to the local commercial district.
Kim Kyungho, Mayor of Gwangjin District, stated, "This agreement serves as a model case of public-private collaboration, and we expect it to not only improve convenience for residents but also revitalize the local commercial area. Since parking issues are directly connected to the daily lives of our residents, we will continue to improve the parking environment to enhance their convenience."
Since the beginning of the 8th popularly elected administration, the district has focused on expanding public parking facilities. The number of public parking spaces increased from 1,660 in 2022 to 2,585 as of November 2025, an increase of 925 spaces. Once the new parking lot is completed next year, the total will reach 3,185 spaces, nearly doubling the capacity.
