Kim Hansoo, Former Pai Chai University Vice President, Appointed as Chair of the Education Autonomy Committee at the Institute for Local Autonomy

Kim Hansoo, former Vice President of Pai Chai University, has been appointed as the Chair of the Education Autonomy Committee at the Institute for Local Autonomy.


The Institute for Local Autonomy will officially launch the "Education Autonomy Committee" on December 14 at 3:00 PM at the College of Education (U408), Mokwon University, to introduce new decentralization agendas for Korean society.


This marks the first attempt to bring education to the forefront as an independent area of decentralization, moving beyond the traditional focus on administrative and fiscal decentralization, making the initiative highly significant.


Kim Hansoo, who has been active in the local education sector and academia, has been appointed as the Chair of the Education Autonomy Committee.


The institute stated, "Chair Kim Hansoo's accumulated experience in educational philosophy, school settings, and local education governance will play a crucial role in shaping the vision for education autonomy."


The first part of the launch event will feature key political figures who will emphasize the necessity of educational autonomy. National Assembly members Han Byungdo and Kang Deukgu will deliver congratulatory remarks, highlighting the contemporary need for local communities and citizens to jointly determine the direction and priorities of education.


Additionally, National Assembly members Jang Cheolmin and Han Changmin, along with former Daejeon Mayor Heo Taejeong, will attend to congratulate the launch of the Education Autonomy Committee and deliver remarks, underlining that educational autonomy is a critical policy issue directly linked to community change.


In the second part, former National Assembly member Kang Minjung will deliver a keynote lecture on "The New Role of Superintendents," analyzing structural challenges for realizing education autonomy, such as school autonomy, teacher professionalism, and redefining the responsibilities of education offices.


Following this, National Assembly member Ko Minjung will address "Challenges in Education Policy," outlining the direction of policy changes starting from the voices of students, parental concerns, and teachers' work environments, and explaining the policy and social ripple effects that education autonomy is expected to bring.


Kim Hansoo, newly appointed Chair of the Education Autonomy Committee and former Vice President of Pai Chai University, stated, "While decentralization has advanced in the areas of administration and finance, education remains stuck in a highly centralized structure. This launch marks the first step in presenting education as the 'final task of decentralization.'"


He added, "The Education Autonomy Committee will establish a local educational philosophy and create a new educational model in which citizens, schools, and local governments participate together."
