Hanam City Holds People Power Party Policy Consultation Meeting to Address Five Key Issues Including Transportation, Jobs, and Education

Hanam City in Gyeonggi Province announced on December 5 that it held a policy consultation meeting with the heads of the Gap and Eul Party Committees of the People Power Party at the city hall situation room on the 4th, and agreed to strengthen cooperation on major municipal issues.

Attending the policy consultation meeting were Lee Yong, head of the Hanam City Gap Party Committee of the People Power Party, Lee Changgeun, head of the Hanam City Eul Party Committee, Geum Gwangyeon, chairman of the Hanam City Council, and Lee Hyunjae, Mayor of Hanam.


In the first area, "Administrative Services," the city announced that it would continue to establish top-tier, citizen-centered administrative services, building on its achievement of winning the Presidential Award for Comprehensive Civil Service Evaluation for two consecutive years. In particular, Hanam plans to further enhance the quality of administrative services through video conferencing systems connecting the Office of Education, Police Station, Fire Station, City Hall, and local districts, which were established for the first time in the country.


Regarding the second agenda, "Establishing a Foundation for a City Where Work and Residence Coexist and Job Creation," the Camp Colburn urban development project will continue to receive support so that a preferred negotiation partner can be selected next year, based on revised Gyeonggi Province guidelines (reducing the proportion of rental housing from 50% to 35%, and parks and green spaces from 25% to 20%). The city also pledged to support the construction of Yonsei Hanam Hospital, Hanam's first general hospital, to ensure its completion by 2027, thereby laying the groundwork for job creation and improved residential conditions.


Additionally, to revitalize the local economy and enhance urban competitiveness, the city agreed to cooperate on the establishment of a five-star hotel, for which a business operator applied in August. As the proposal passed the Education Environment Protection Committee review in November, the city plans to attract five-star hotels such as InterContinental and Hyatt. Notably, Hanam stated that, based on the ordinance on pre-negotiation operations for urban planning changes enacted by the city council in February, a system has been established to return the profits generated from urban planning changes to the public as contributions, ensuring transparent project implementation.


Furthermore, for the global K-Culture Complex (K-Star World) project, the revision of the guidelines for releasing Green Belt restrictions (July 2023) and the application of fast-track procedures for large-scale foreign investment attraction (November 2023) have become possible. Since Hanam was evaluated as the optimal site in a Ministry of Culture, Sports and Tourism research study in April, the city and its partners agreed to strengthen their support system to expedite the public bidding process.


For the third agenda, "Early Construction of the Railway Network," the city aims to ensure the opening of Line 3 (Songpa-Hanam Line) in 2032 and the extension of Line 9 in 2031 without delays. In particular, for Line 9, the plan is to improve transportation convenience for citizens by allowing both express and local trains to stop at Misa Station.


The city also decided to make every effort to have the extension of the Wirye-Sinsa Line to Hanam included in the metropolitan transportation implementation plan.


For the fourth agenda, "Fostering Future Talent and Creating an Educational Environment," the establishment of the Hanam Office of Education was set as the top priority, in line with Gyeonggi Province Superintendent Lim Taehee's commitment to making it his "number one" project, with the goal of opening in the first half of next year. In addition, the city plans to solidify its status as a premier educational city by providing specialized support to individual schools, such as Namhan High School (autonomous public high school), Misa Gangbyeon High School (science-focused school), and Hanam Management High School (regional cooperation specialized high school).


Regarding the fifth agenda, "Progress of the Gyosan New Town Project," the city agreed to promptly expand essential living infrastructure (SOC) and to closely coordinate with the Ministry of Land, Infrastructure and Transport and LH Corporation to ensure that metropolitan transportation networks, including Line 3, are connected without delay in line with the timing of new town development.

Lee Yong, head of the Hanam City Gap Party Committee, stated, "Organic cooperation is essential for Hanam City to be reborn as a true city where work, residence, and enjoyment coexist," adding, "I will do my utmost to provide policy support." He also requested that the city collect residents' opinions on the issue of converting rental housing to ownership and actively convey them to LH Corporation.


Lee Changgeun, head of the Hanam City Eul Party Committee, emphasized, "Large-scale development projects and expansion of the railway network are critical tasks that will reshape the future map of Hanam," and pledged to work closely with the city administration to deliver tangible results for citizens.


Geum Gwangyeon, chairman of the Hanam City Council, mentioned the ongoing "Misa Racing Park Return Civic Movement," led by local citizens, and stressed, "The Misa Racing Park site must be returned to Hanam citizens as soon as possible to secure green space for the public." He also expressed concerns about excessive infringement of property rights regarding public contribution measures following the expiration of long-unexecuted urban planning facilities, and called for improvements to related systems.


Finally, he said, "As former council members pointed out during a meeting with the Hanam City Council in October, local politics must represent the voices of citizens, including forming consultative bodies that transcend party lines for the development of Hanam."


Mayor Lee Hyunjae stated, "For Hanam City to become the top city in the metropolitan area, the swift resolution of the five key issues discussed today is of utmost importance," and expressed his deep gratitude for the cooperation toward Hanam's development.
