Gidae-seo Stresses Local Responsibility for Jobs, Social Activities, and Safety Nets

There have been criticisms that support policies for people with developmental disabilities in Buk-gu, Gwangju are being neglected without even a basic framework in place. Gidae-seo, Member of the Gwangju Buk-gu Council, urged the establishment of systematic policies during a five-minute speech at the 306th regular session of the council held the previous day, stating, "Buk-gu has not even established a basic plan for people with developmental disabilities, which is mandated by ordinance."

Assemblyman Gidae-seo, citing the "2024 Survey on Work and Life of People with Developmental Disabilities" by the Korea Employment Agency for Persons with Disabilities, emphasized that "employment is a key factor in improving the quality of life for people with developmental disabilities." He stressed the need to establish specific policies, such as expanding job opportunities for those wishing to work and providing welfare-oriented social activity support for those who do not wish to seek employment.


He also stated, "It is essential to support enrollment in liability insurance to prepare for risks that may arise during participation in social activities," adding, "This should serve as a social safety net to reduce excessive burdens and prevent discouragement from participation." He further added, "Caring for people with developmental disabilities is not the responsibility of individuals or families alone, but a shared responsibility of the local community," and called for proactive policies to ensure active social participation.


In response, an official from Buk-gu stated, "Starting next year, we will establish a basic plan to support people with developmental disabilities and pursue systematic policies," adding, "We will work closely with relevant organizations to expand job opportunities and provide welfare-oriented social activity services tailored to the needs of people with developmental disabilities." The official also said, "Support for liability insurance enrollment for people with developmental disabilities will be reviewed from a long-term perspective, taking into account examples from other districts and budgetary conditions."
