Individuals who assaulted or threatened strangers with whom they had no prior acquaintance have been handed over to the prosecution while in custody.

On November 28, the Criminal Division 1 of the Seoul Southern District Prosecutors' Office (Chief Prosecutor Song Jeongeun) announced that a man in his 50s, referred to as Mr. A, had been indicted and detained on charges of causing bodily injury, while another man in his 50s, referred to as Mr. B, had been indicted and detained on charges of possessing a weapon in a public place.


Mr. A, who was already a repeat offender with prior convictions for rape and other violent crimes, is accused of assaulting a woman in her 60s who was passing by without any apparent reason, causing her to lose consciousness and suffer injuries. According to the prosecution's supplementary investigation, the victim subsequently required ongoing medical treatment and suffered secondary harm, such as losing her job.


Mr. B, despite having previously received a suspended sentence for an offense involving a hand axe, is accused of once again wielding a hand axe and threatening an unspecified number of people.


The prosecution explained that, through supplementary investigation, it was determined that both Mr. A and Mr. B had repeatedly committed irrationally motivated crimes targeting unspecified vulnerable individuals, which led to their detention.


A prosecution official stated, "It was confirmed that the victim suffered financial hardship as a result of Mr. A's crime, so we provided economic support and psychological counseling," adding, "We will respond firmly to irrationally motivated crimes and public threats against innocent citizens."
