Pilot Program at 46 Moa Housing Complexes
One-Stop Support from Urban Renewal Experts
Expansion to All Moa Towns by 2026
Seoul Metropolitan Government will launch the "On-Site Construction Progress Meeting," where urban renewal experts provide customized solutions, starting on November 28 in an effort to shorten the project period for the Moa Town initiative.
The city announced on November 27 that, beginning with Seokgwan-dong Moa Town on November 28, it will pilot the "On-Site Construction Progress Meeting" at 46 Moa Housing complexes.
The On-Site Construction Progress Meeting is a one-stop support system in which experts in fields such as architecture, urban planning, law, and accounting help solve problems that associations encounter on-site during urban renewal projects.
This initiative was introduced to resolve the issue of construction delays that frequently occur during the project implementation planning stage due to the lack of expertise within associations. According to the city, as of now, 93 out of 116 Moa Housing complexes within Moa Towns have established associations and are moving forward with their projects. However, they are experiencing delays at various stages, including collecting additional consent forms for area expansion, selecting contractors during the early phase of association establishment, preparing documents for approval procedures, and negotiating or adjusting construction costs with contractors.
The city plans to build a public-private consultative body to identify potential sources of conflict in advance and support administrative procedures, such as preliminary reviews for permits and approvals. In addition, issues that are difficult for associations to resolve on their own will be addressed on-site with experts from each field, thereby minimizing construction delays.
The "On-Site Construction Progress Meeting" will be piloted at 46 Moa Housing complexes and, starting next year, will be expanded based on applications from district offices and associations.
Choi Jinseok, Director of Housing at Seoul Metropolitan Government, stated, "The On-Site Construction Progress Meeting is a proactive measure to resolve early-stage delays and expedite the Moa Town project. By listening directly to residents' concerns on-site and providing expert advice and administrative support, we aim to deliver a tangible reduction in project timelines that citizens can truly experience."
