Haenam Policy Vision Tour Unveils Future Plans
Direction Set for 'RE100 Industrial Complex' and More

Kim Youngrok, Governor of Jeollanam-do, announced plans to foster Haenam as the heart of artificial intelligence (AI) in South Korea.
On the afternoon of November 20, Jeollanam-do held the 'Haenam County Policy Vision Tour' at the main conference room of Haenam County Office, attended by Governor Kim Youngrok, Haenam County Mayor Myung Hyun-gwan, Jeollanam-do Assembly members Kim Sungil and Park Sungjae, Haenam County Council Chairperson Lee Sungok, as well as around 120 young people and residents.
In his welcoming remarks, Haenam County Mayor Myung Hyun-gwan stated, "Jeollanam-do is no longer a marginalized land, but the last remaining land of opportunity. It is emerging as a land of growth leading K-tourism and opening the future of Korea through advanced agriculture, livestock, and fisheries." He added, "I ask for Governor Kim Youngrok's continued interest in the vision of Haenam, a rural area where AI, energy, agriculture, and culture converge."
In his greeting, Governor Kim said, "In this era of great transition in AI and energy, OpenAI and SK Group have decided to establish a global AI data center in Jeollanam-do, Samsung Group will build a national AI computing center worth 2.5 trillion won, and LS Cable will construct Korea's first dedicated offshore wind power port here."
The Jeonnam Research Institute presented the slogan 'Korea's ACE Haenam, Leading Future Innovation in AI, Agriculture, Culture, and Energy,' and proposed ten key visions: ▲ AI Innovation Hub Solaseado ▲ Creation of Korea's RE100 Industrial Complex ▲ Establishment of an AI and energy future city with a population of 100,000 ▲ Building a global offshore wind power core base ▲ Climate and smart agricultural innovation hub ▲ Leading the future fisheries industry through infrastructure development and advanced technology integration ▲ Revitalization of 'Five Colors, Five Joys' tourism ▲ Creation of a premium ecological garden belt on the southwest coast ▲ Development of the southwestern region as a sports-friendly city ▲ Expansion of basic infrastructure for an all-directional transportation network.
During the subsequent policy discussion, Haenam residents, Governor Kim Youngrok, and Jeollanam-do officials engaged in a Q&A session.
Song Youngseok, head of Ttangkkeut Agricultural Cooperative, requested 1 billion won in provincial funding to convert unused facilities into accommodations for foreign seasonal workers, ensuring stable employment conditions for agricultural laborers.
Song Woojong, head of Okcheon-myeon village leaders, proposed that if the Jeonnam Fruit Research Institute relocates to Samsan-myeon, the current site should be repurposed as a distribution and logistics center. Resident Jung Minho requested that Guseong Port be designated as a legal local fishing port.
In response, Governor Kim promised, "When applying for the agricultural worker accommodation project, budget support is available, but even if not, the province will provide 1 billion won in funding."
He also said, "We will actively review the utilization of the site after the complete relocation of the Jeonnam Fruit Research Institute, which will take about five years." He made it clear that the province would work with the Ministry of Oceans and Fisheries to promote the designation of Guseong Port as a local fishing port.
Other suggestions from residents included the early completion of the expansion and paving of the Masan-Sani local road, securing national funding for public postpartum care centers, and expanding support for young farmers’ agricultural settlement.
