Top Individual Delinquent in Local Administrative Penalties and Surcharges
Choi Eunsun (age 79), the mother of First Lady Kim Keonhee, has been listed among individuals with large and habitual arrears in local taxes or local administrative penalties and surcharges.
According to the list of 10,621 delinquent taxpayers released by the Ministry of the Interior and Safety as of midnight on November 19, Choi was included as the individual with the highest amount of unpaid local administrative penalties and surcharges.
Choi reportedly owes 2.55 billion won in surcharges to Gyeonggi Province for violating the Act on the Registration of Real Estate under Actual Titleholder’s Name.
Previously, the Jungwon District Office in Seongnam imposed a surcharge of 2.73 billion won on Choi in 2020. This was because Choi purchased 553,231 square meters of land in Dochon-dong, Seongnam, but registered the ownership under the names of a corporation and her business partner’s son-in-law, constituting an investment under borrowed names.
Choi filed a lawsuit against the Jungwon District Office to cancel the surcharge, but the Supreme Court ultimately upheld the penalty.
