Review Requested by Jeonju City Council
Focus on Investment in Future Generations and Stabilizing Livelihoods
Jeonju City in North Jeolla Province has drafted its main budget proposal for 2026, totaling 2.6606 trillion won, and has requested a review by the Jeonju City Council.
According to the city on November 17, next year’s budget proposal is focused on investing in future generations for a sustainable city, creating a city where all citizens are happy, stabilizing livelihoods, and securing future growth engines to build a new Jeonju.
By sector, the city has allocated a total of 887.4 billion won to foster future leaders and strengthen residential conditions for a better quality of life.
Specifically, the city has included budgets such as 2 billion won for the supply of youth rental housing (“Cheongchun Byeolchae”), 400 million won for employment support for local companies and hiring of returning young people, 6.7 billion won for the youth monthly rent support program, 1.2 billion won for the “Jeonbuk Youth Together Double Savings” program, and 100 million won for the marriage cost support program for young couples.
At the same time, to address demographic changes due to low birth rates, the city has significantly increased budgets for birth congratulatory grants (2.9 billion won), necessary expenses for one-year-olds at daycare centers (1 billion won), and support for necessary daycare expenses (expanded to two-year-olds, 8.3 billion won). In addition, 21.9 billion won has been allocated for the Nuri Curriculum childcare fee, ensuring continued support to make Jeonju a city where raising children is easier.
To create a vibrant city with more jobs, the city has set aside budgets for a major transformation of industrial complexes and the advancement of its core industries.
Key projects include 2 billion won for the construction of the Jeonju Industrial Complex Youth Culture Center, 2.1 billion won for the Carbon Industrial Complex Urban Forest Project, 2 billion won for the construction of a four-lane access road to the Carbon Industrial Complex, 800 million won for the installation of a public wastewater treatment facility at the Carbon National Industrial Complex, 1.8 billion won for the Hydrogen Pilot City Project, 700 million won for the establishment of a Carbon Composite Virtual Engineering Center, and 2 billion won for the Industry-Academia Convergence Plaza construction project.
Additionally, the city will invest 13.7 billion won to establish the Girindaero Bus Rapid Transit system, 400 million won for the expansion of Science Road, 3 billion won for the expansion of Ssukgogaero, 400 million won for the expansion of the connecting road in Hyocheon District, 1 billion won for the creation of the Ssajeondari on-street parking lot, and 10 billion won for compensation for long-unexecuted urban planning roads to further expand transportation infrastructure.
Alongside these initiatives, the city has allocated a total of 967.2 billion won to enhance the quality of life for citizens through revitalizing the local economy and providing customized welfare services.
Major projects to support the management stability of small and medium-sized enterprises (SMEs) and small business owners, as well as to revitalize the local economy, include 1.2 billion won for the SME Promotion Fund, 3.5 billion won for the establishment of an integrated control center for industrial complex safety, 1.9 billion won for the construction of an industrial complex cultural center, 8.2 billion won for the issuance of local currency, 2.9 billion won for credit card fee support for small business owners, and 5.5 billion won for special guarantee programs for small business owners. Additionally, 100 million won has been allocated as a joint contribution to the Employee Welfare Fund to improve the quality of life for SME workers.
The city is also accelerating support for stable production activities for farmers and laying the foundation for future urban agriculture. To this end, budgets have been set for the construction of a Food Integrated Support Center (3.2 billion won), the Agricultural Products Comprehensive Processing Technology Support Project (900 million won), and the establishment of a branch office for the Agricultural Machinery Rental Service (2 billion won).
To secure future growth engines, the city will invest a total of 219.7 billion won in expanding metropolitan urban infrastructure and the cultural tourism industry.
In detail, 30.3 billion won will be invested in creating a MICE complex including the construction of the Jeonju Convention Center, 14.2 billion won for the establishment of the Honamjeilmun Complex Sports Town (including an indoor gymnasium, athletics stadium, baseball field, and sports value center), 12.8 billion won for urban regeneration projects, and the construction of the Independent Film House is also planned.
Mayor Woo Beomgi stated, "This budget will serve as a solid stepping stone for the lives of our citizens and the future of our city, becoming a turning point for creating a better urban environment and improving the quality of life for all residents."
