The Cultural and Arts Policy Advisory Committee is an organization under the direct supervision of the Minister of Culture, Sports and Tourism. It is composed of 90 members who possess deep understanding, insight, expertise, and experience in various cultural and artistic fields, including literature, theater and musicals, classical music, Korean traditional music and dance, fine arts, popular music, film and video, games, webtoons and animation, and publishing.

The Ministry of Culture, Sports and Tourism explained that while the Popular Culture Exchange Committee, which was launched on October 1, was formed around leading companies in the popular culture industry, the Cultural and Arts Policy Advisory Committee consists of experts from each sector that make up the cultural and arts ecosystem, such as creators, academia, industry, and critics. The ministry expects that the two committees will serve as dual engines to achieve the 300 trillion won K-Culture goal and realize Korea’s vision as a cultural powerhouse.

The committee plans to hold meetings by subcommittee as needed to discuss a wide range of agendas, including policy support measures to strengthen the creative foundation for cultural and artistic professionals, policies to solidify the foundation of the cultural and creative industry ecosystem, and support measures for young artists.

Choi Hwiyeong, Minister of Culture, Sports and Tourism, stated, "The cultural and creative industries, which were specified for the first time in the APEC Gyeongju Declaration, cannot achieve sustainable growth unless their foundations are solid and robust. I expect that the Cultural and Arts Policy Advisory Committee, together with the already established Popular Culture Exchange Committee, will play a practical role as the two main platforms for communication on cultural and arts policy."
