Russia Strikes Ukrainian Energy Facilities, Widespread Blackouts Leave 2 Dead Yonhap News

On November 8, 2025 (local time), Ukrainian authorities announced that two people were killed and power was cut off in various regions as Russia launched airstrikes on Ukraine’s energy infrastructure and other targets.


According to Yonhap News and other foreign media, Foreign Minister Andriy Sybiha criticized, “Russian airstrikes have once again targeted the daily lives of our people,” adding, “They have deprived communities of electricity, water, and heating, destroyed critical infrastructure, and even damaged the railway network.”


According to the Ukrainian Air Force, Russia launched 458 drones and 45 missiles overnight, of which 406 drones and 9 missiles were intercepted. Prime Minister Yuliya Svyrydenko reported that in Dnipro in the east, a nine-story building collapsed due to a drone strike, resulting in two deaths and six injuries.


In Kharkiv in the north, emergency blackouts occurred and water supply was disrupted due to Russian attacks. In the southern port city of Odesa, energy infrastructure was damaged by drone attacks the previous night, and in Kremenchuk, both power and water supply were cut off.


The Russian Ministry of Defense claimed that it struck Ukraine’s military-industrial complex and energy facilities supporting the operations of the Ukrainian military.


As the war enters its fourth winter, concerns are growing in Ukraine over attacks on energy facilities. Ukrainian energy expert Oleksandr Kharchenko warned at a recent briefing that “if the Kyiv combined heat and power plant stops operating for more than four days when temperatures are below minus 10 degrees Celsius, a technical disaster will occur.”


Meanwhile, Ukraine has also increased its attacks on Russian oil facilities in recent months. On the evening of November 7, Andrey Bocharov, governor of Russia’s southern Volgograd region, reported that a drone attack on energy infrastructure caused a blackout.
