Yeongcheon City Council Strongly Criticizes Passive Administration, Including 'Yonggye-ri with No Water Supply'

Review of 16 Key Civic Agenda Items Including Care, Transportation, and Water Supply at Regular Meeting

Yeongcheon City Council (Chairman Kim Seontae) held a regular meeting of all council members on the 5th, attended by councilors and heads of relevant departments from the executive branch. During the meeting, the council discussed a total of 16 agenda items submitted by Yeongcheon City, including the “Yeongcheon City 1,000-Won Happy Housing Rental Support Ordinance,” and strongly criticized “passive administration.”


Passive administration refers to actions by public officials, such as inaction or neglect of duties, that infringe upon citizens’ rights or cause financial losses to the national or local government due to a passive work attitude.

According to Yeongcheon City Council on the 7th, Assembly members Bae Suye and Kim Sangho requested a comprehensive review of the “Yeongcheon City 1,000-Won Happy Housing Rental Support Ordinance.” They emphasized the need for careful consideration in naming the project and called for clear definitions and objectives in each provision, including the scope of support.


Regarding the “Yeongcheon City Integrated Care Support Ordinance,” Assemblyman Kim Jonguk pointed out, “While the intent is good, there are concerns about overlap with existing welfare services and ambiguity in the selection criteria.”


Assemblyman Lee Gapgyun stated, “The demand for professional personnel in welfare and medical fields will continue to increase,” and urged the department to work together to improve the treatment of workers in these fields.


Regarding the “Yeongcheon City Freight Vehicle Public Garage Management and Operation Ordinance,” Assemblywoman Woo Aeja stressed the importance of assigning specialized personnel to regularly monitor illegal parking even after the garage is completed.


Assemblyman Ha Gitae criticized the department, saying, “The department has failed to properly understand the results and actual conditions of overnight parking enforcement.”


Assembly members Lee Younggi and Kim Sangho jointly pointed out, “The parking fees for the garage should be thoroughly reviewed in comparison with other local governments to ensure that they do not become a burden for small freight truck owners during the economic downturn.”


In a report on villages without water supply, Assemblyman Ha Gitae strongly criticized, saying, “The existence of villages like Yonggye-ri in Hwanam-myeon, where there is no water supply at all, can negatively affect the city’s image and various local government evaluations.”


He further urged, “Instead of just citing budget constraints, the department should proactively pursue the project with strong determination by establishing special measures such as increasing the main budget for next year and utilizing the Integrated Fiscal Stabilization Fund.”


Assemblyman Lee Younggi requested, “Although achieving 100% water supply may be difficult, I hope the department will work to implement the project as soon as possible, even for small villages, so that citizens do not experience inconvenience.”


Chairman Kim Seontae stated, “Based on the agenda items reviewed today, we will enhance the effectiveness of policies so that the voices of our citizens can be reflected,” and added, “We will address even the smallest inconveniences on the ground and create changes that can be clearly seen in the results.”
