Gyeonggi-do Job Foundation Publishes "Gyeonggi-do 0.5&0.75 Job Support Project Monitoring" Report

On November 7, the Gyeonggi-do Job Foundation published the "Gyeonggi-do 0.5&0.75 Job Support Project Monitoring" report.


This report was published with a focus on diagnosing the outcomes of the "Gyeonggi-do 0.5&0.75 Job Support Project" and identifying areas for improvement by analyzing feedback from policy beneficiaries and project participants.


The Gyeonggi-do 0.5&0.75 Job is a flexible work system independently operated by Gyeonggi Province. It allows employees to work reduced hours of 28 to 32 hours per week according to their needs, with the aim of addressing low birth rates, achieving work-life balance, and fostering a flexible work culture.


Through the 2025 support project, a variety of support measures are being provided to public institutions and family-friendly companies in the province, including the introduction of attendance management systems, consulting support, and wage subsidies for employees working reduced hours. In addition, when private companies create additional jobs, job creation is further encouraged through additional employment incentives.

According to the report, policy beneficiaries frequently utilized the system not only for childcare but also for self-development purposes. This demonstrates broader and more flexible applicability compared to the central government’s reduced working hours for childcare program. On the other hand, businesses expressed concerns about decreased work efficiency due to reduced working hours, indicating the need for policy support targeting companies to ensure the stable establishment of the system.


In practice, employees who used the system took advantage of its flexibility for various life stages, such as childcare and self-development, and appreciated the ability to adjust their working hours according to their personal circumstances. However, the report identified several areas for improvement to further expand the system: compensation for wage reduction, raising awareness and improving organizational culture to facilitate free use within organizations, and designing the system to suit a variety of job categories, including production roles.


Kim Minyoung, a research fellow at the Gyeonggi-do Job Foundation, stated, "Effective policy support is needed so that more companies and employees in Gyeonggi Province can participate in the 0.5&0.75 Job program and establish a flexible work culture in the future."
