Full Commitment to Transparent Transactions
and Service Improvements
Jongno-gu, Seoul (District Mayor Jeong Moonheun), is currently implementing improvement measures involving both the public and private sectors to establish order in commercial transactions and restore trust at Gwangjang Traditional Market.
The centerpiece of these efforts is the 'Street Vendor Real-Name System,' scheduled to be implemented within the year. Developed through a survey of vendor stalls, expert consultations, and discussions with the merchants' association, this system grants occupancy permits in accordance with Article 61 of the Road Act, clearly specifying the area and duration of use.
Since January of last year, the district has been holding regular joint meetings with the public and private sectors to prevent overcharging and create a transparent business environment, combining service training with voluntary improvements.
By July of last year, a multilingual QR menu system for foreign tourists had been introduced, providing menu and price information in 20 languages. From March to October of the same year, a mystery shopper monitoring team conducted 241 inspections, immediately addressing 89 identified issues.
Additionally, payment agency services were introduced at 77 street vendor stalls where card payments were difficult, and a comprehensive survey of 192 stalls was conducted to improve operational practices. The merchants' association has been regularly providing training on preventing overcharging, customer service, and hygiene, while continuing its self-regulation activities.
The merchants' association is also maintaining its self-regulation efforts. Since January of last year, regular training has been conducted on preventing overcharging, price labeling, friendly service, and hygiene management. For violations, a step-by-step system of sanctions, ranging from warnings to business suspensions, has been implemented.
Meanwhile, on the 19th of this month, the district will launch a large-scale market beautification campaign together with the merchants' association, aiming to create a pleasant environment for visitors.
District Mayor Jeong Moonheun stated, "Gwangjang Traditional Market is a national representative traditional market that has been cherished by citizens and tourists for many years," adding, "Through the Street Vendor Real-Name System and various initiatives to establish order in commercial transactions, we will enhance the market's credibility and create a fair and high-quality commercial culture."
