Previously, at the first plenary session of the 325th extraordinary session on September 3, 2024, Assemblyman Kim proposed "measures for the progressive operation of Seo-gu committees" during a five-minute free speech. During the same session, he also sponsored a full amendment ordinance bill on the establishment and operation of various committees in Seo-gu, Gwangju Metropolitan City.
In his recent written inquiry, Assemblyman Kim specifically requested detailed responses from the management department on several points: identifying and improving the mandatory convening of committees, the status and appropriateness of replacing meetings with written procedures, the current status of expanding diversity in committee composition-including the elderly, people with disabilities, and youth-and the measures and management by relevant departments to ensure transparent and progressive committee operations.
In response, Gwangju Seo-gu District Mayor Kim Ikang stated, "For committees that did not comply with the mandatory number of meetings from 2024 to this year, we have issued recommendations for improvement and corrective actions, and we plan to check whether these corrections have been implemented in the first half of next year."
Assemblyman Kim Kyunho commented, "Continuous monitoring through various procedures is necessary to address and improve areas that still lack compliance," adding, "I hope that, starting with this inquiry, all departments-including the management department-will actively cooperate so that residents can truly experience the rational operation and effectiveness of various committees."
