Governor Kim Jintae: "Gangwon Enters Capital Region Era"...Proposes Third Amendment to Gangwon Special Act

Kim Jin-tae, Governor of Gangwon Special Self-Governing Province, attended the People Power Party's Regional Livelihood Budget Policy Council held at the National Assembly on the morning of November 2, where he proposed key issues such as the third amendment of the Gangwon Special Act and securing next year's national budget. The council was attended by four metropolitan areas in the capital region: Seoul, Incheon, Gyeonggi, and Gangwon.

The meeting was attended by Song Eon-seok, Floor Leader; Kim Do-eup, Policy Committee Chairman; Park Hyung-soo, Secretary of the Special Committee on Budget and Accounts; as well as Gangwon region lawmakers Lee Cheol-kyu (Donghae, Taebaek, Samcheok, Jeongseon), Han Ki-ho (Chuncheon, Cheorwon, Hwacheon, Yanggu-eul), and Yoo Sang-bum (Hongcheon, Hoengseong, Yeongwol, Pyeongchang), among others. They discussed local livelihood issues and ways to support each region's budget needs.


Song Eon-seok, Floor Leader, stated, "Gangwon Special Self-Governing Province was somewhat neglected during the industrialization process, but under the vision of becoming a global city for future industries, it is attracting semiconductor, AI, and future vehicle industries, and is developing as a new growth engine for Korea. I will take the lead in maximizing Gangwon's growth budget."

Lee Cheol-kyu, Chairman of the Gangwon Provincial Party, also emphasized, "The full-fledged budget season has begun. We will strengthen the growth engine so that Gangwon Special Self-Governing Province can make a breakthrough as a base for high-tech industries."


Governor Kim Jin-tae said, "This morning, it took me only an hour to get from the Gangwon Provincial Office to the National Assembly. Now, Gangwon has truly entered the capital region era."

He continued, "Gangwon Special Self-Governing Province is actively fostering new industries such as semiconductors to leap forward as a global city for future industries. These days, there are hardly any people who doubt that semiconductors can be produced in Gangwon."


He further pointed out, "The Gangwon Special Act is still insufficient, with only one-sixth the number of articles and one-tenth the authority compared to the Jeju Special Act. I request the party's attention and support so that the third amendment, which is currently pending, can be passed in this regular session of the National Assembly."


At the council, Gangwon Province proposed six major projects requiring 9.5 billion won from next year's national budget.


The main projects include: ▲ Establishment of a large-capacity ESS complex testing and certification platform ▲ Comprehensive improvement of flood-prone living areas ▲ Creation of a semiconductor K-materials and components production base ▲ Establishment of a support base for eco-friendly future vehicle parts industry applying complete precision disassembly ▲ Construction of a deep-sea water wellness healing center ▲ Establishment of a reliability verification center for future vehicle electronic parts and system semiconductors.

In addition, the province requested party-level attention and support for six other key projects: ▲ The third amendment of the Gangwon Special Act ▲ Construction of the Yongmun-Hongcheon metropolitan railway ▲ Upgrading the Samcheok-Gangneung high-speed railway ▲ Construction of the Pocheon-Cheorwon expressway ▲ The fifth national railway network construction plan ▲ The sixth national and local road construction plan.
