The National Police Agency announced on November 2 that it has exchanged a "Memorandum of Understanding (MOU) on Cooperation in Responding to Voice Phishing and Online Fraud Crimes" with the Ministry of Public Security of the People's Republic of China.
The two countries have agreed to cooperate, within the limits permitted by their respective laws, in the following areas: collecting, exchanging, and analyzing information and evidence related to scam crime syndicates; conducting joint operations and coordinated investigations to track down and arrest criminals; rescuing, protecting, and repatriating victims; and tracking and freezing criminal proceeds.
The two sides plan to officially launch the "Korea-China Joint Response Consultative Body," designate dedicated departments, and operate a continuous cooperation network. They will share information related to scam crimes and conduct joint operations and investigations, thereby promoting substantial collaborative activities. The National Police Agency is also planning to visit the Chinese Ministry of Public Security to discuss follow-up cooperation measures, including detailed methods of cooperation and the signing of annexes.
Yoo Jaeseong, Acting Commissioner General of the National Police Agency, stated, "Voice phishing and online fraud crimes are major cross-border crimes that threaten the livelihood of citizens, and it is difficult to eradicate them through the efforts of a single country alone. With the exchange of this Korea-China cooperation MOU, both countries will work more closely together to minimize harm to the public and do our utmost to build a safer society."
