Gyeonggi Province Signs MOU to Strengthen
"Ground and Foundation Safety"
Gyeonggi Province signed a memorandum of understanding (MOU) with the Soil and Foundation Engineering Society at the Northern Gyeonggi Provincial Government Office on the 29th.

This agreement aims to further enhance safety in the ground and foundation sectors for the construction of social overhead capital (SOC) infrastructure within the province. It was promoted to establish a continuous cooperation system between Gyeonggi Province and the academic society.
The Soil and Foundation Engineering Society operates three regional branches in addition to its main office and is an academic organization comprised of around 950 experts in soil and foundation fields. The society shares research and information related to ground and soil mechanics, foundation engineering, tunnel engineering, and other related areas.
The signing ceremony was attended by Kim Daesoon, Deputy Governor for Administration of Gyeonggi Province, the president of the Soil and Foundation Engineering Society, the Director of Construction for Gyeonggi Province, the Director of Rail, Port, and Logistics, the Head of the Construction Headquarters, and other key officials.
The main points of the agreement include: ▲ conducting preliminary analyses of underground excavation risk factors, taking into account the geological and topographical characteristics of the Gyeonggi region; ▲ establishing inspection and advisory systems to prevent incidents such as ground subsidence and problems in aging underground spaces, as well as analyzing causes and preparing follow-up measures in the event of accidents; ▲ promoting knowledge sharing between field sites and administration by operating education programs, forums, and workshops for construction professionals.
Kim Daesoon, Deputy Governor for Administration of Gyeonggi Province, stated, "Despite Gyeonggi Province's various efforts to ensure the safety of residents, both major and minor safety incidents, such as ground subsidence and issues in aging underground spaces, have continued to occur recently." He added, "We will work together with the engineering society, which has professional capabilities in the ground and foundation sectors, to find solutions to these problems."
Deputy Governor Kim also emphasized, "It is more important to establish a system that can prevent problems in advance, rather than only responding with recovery efforts after issues arise." He continued, "I hope this agreement will serve as a starting point for Gyeonggi Province to become safer by strengthening its crisis response and on-site problem-solving capabilities."
Gyeonggi Province believes that this agreement will play an important role in enhancing the safety of large-scale SOC projects currently underway, such as roads, railways, and bridges. The province highlighted that the key feature of this agreement is the establishment of a three-pronged system: risk factor prediction in advance, expanded professional education for field personnel, and the creation of a framework for accident cause analysis and recurrence prevention through official cooperation with specialized organizations in the ground and foundation sectors.
