Province, Cities, and Public Institutions Join Forces to Revitalize Sales in Dongducheon and Yeoncheon Industrial Complexes
Gyeonggi Province has initiated measures in collaboration with relevant agencies and companies to revitalize the Dongducheon National Industrial Complex and Yeoncheon BIX (Eun-tong General Industrial Complex), both of which are struggling with low sales rates.

On October 29, Gyeonggi Province held the "Joint Countermeasure Meeting for Unsold Industrial Complexes in Northern Gyeonggi" at the Northern Government Complex, presided over by Kim Daesoon, Deputy Governor for Administration. The meeting focused on discussing effective strategies to boost sales rates. This session follows a preliminary review meeting held on September 22 as a subsequent measure.
To raise the sales rate of the Dongducheon National Industrial Complex, which currently stands at 2.3%, Dongducheon City, Korea Land & Housing Corporation (LH), and Korea Industrial Complex Corporation presented specific targets.
Dongducheon City, LH, and Korea Industrial Complex Corporation announced plans to attract eight additional companies by changing the permitted business types for the Dongducheon National Industrial Complex. Through this, they aim to increase the current 2.3% sales rate to over 23% (based on industrial facility land) by the first half of 2026.
The province plans to implement flexible policies, such as adjusting the permitted business types to match corporate demand, and thereby attract eight more companies.
Yeoncheon County and Gyeonggi Housing & Urban Development Corporation (GH) will implement the "third sales promotion measures" for Yeoncheon BIX, including exemption of installment interest (3.5%), prepayment discounts (5%), and extension of payment deadlines. Additionally, they plan to add new eligible business types and amend related ordinances to expand support for investing companies by the first half of 2026.
Business representatives attending the meeting emphasized the importance of practical support measures.
Park Jongseo, Chairman of the Northern Gyeonggi Chamber of Commerce and Industry, highlighted "the importance of providing bold incentives from the perspective of potential buyers." Kim Jeongguk, CEO of Neoken Bio, who is planning to move into Yeoncheon BIX, also stressed "the need for active efforts from relevant agencies to provide tailored support for companies."
Gyeonggi Province plans to work closely with Dongducheon City and Yeoncheon County to share information on corporate relocation demand and investment trends, and to pursue institutional improvements alongside administrative and financial support to revitalize industrial complex sales in Northern Gyeonggi.
Kim Daesoon, Deputy Governor for Administration, stated, "The success of the Dongducheon National Industrial Complex and Yeoncheon BIX is fundamental to the success of industrial complexes and the major development of Northern Gyeonggi. Gyeonggi Province will actively seek out and fulfill roles within its capacity."
The meeting was attended by key public officials, including the Deputy Governor of Yeoncheon County, the Director of the Economic and Environmental Bureau of Dongducheon City, the Head of the Yangju Regional Headquarters of LH, the Director of Strategic Sales at GH, the Head of the Paju-Yangju Office of Korea Industrial Complex Corporation, the Head of the Balanced Development Division at Gyeonggi Institute of Science & Technology Promotion, and the Head of the Northern Business Headquarters at Gyeonggi Credit Guarantee Foundation. The Chairman of the Northern Gyeonggi Chamber of Commerce and Industry and the CEO of Neoken Bio also attended as representatives of economic organizations and companies planning to move in.
