The purpose of this ordinance is to establish an institutional framework to address structural challenges such as rural aging, regional depopulation, and climate change, and to enhance productivity and quality through the integration of information and communication technology (ICT) with agriculture.

The ordinance bill includes specific support measures such as the establishment of production infrastructure for smart agriculture, assistance for installing smart farms utilizing ICT convergence equipment, and the creation of rental-type smart farms.

Chairman Sungok Lee stated, "If AI and data-driven smart agriculture take root in Haenam County, it will transform the challenges facing the agricultural sector-such as aging populations, labor shortages, and climate change-into new opportunities. I hope this will serve as a turning point toward sustainable future agriculture."
