Hwacheon County to Conduct Disaster Response Drill on October 31
Simulating "Hwacheon Bridge Collapse" Scenario

Hwacheon County in Gangwon Province will conduct the 2025 Disaster Response Safety Korea exercise to protect the lives and property of its residents.

On October 31, the county will hold a drill in cooperation with relevant agencies and organizations at the Hwacheon Bridge riverside area in Hwacheon-eup and at the county's disaster safety situation room, simulating incidents such as the collapse of Hwacheon Bridge.


The Disaster Response Safety Korea exercise is a nationwide comprehensive drill conducted annually at the pan-government level to prepare for various types of potential disasters.


This year's exercise will involve Hwacheon County, Hwacheon Police Station, Hwacheon Fire Station, the 7th Infantry Division, the 15th Infantry Division, Korea Electric Power Corporation Hwacheon Branch, the Northern Branch of the Road Management Office, the County Volunteer Center, the County Volunteer Fire Brigade, the County Crime Prevention Unit, and the County Disaster Rescue Team, all working together to enhance crisis management capabilities.


The 2025 drill, which will be conducted without prior notice on October 31, will simulate the collapse of the aging Hwacheon Bridge, resulting in a vehicle fire and multiple casualties. It will be carried out as an integrated, real-time linkage exercise connecting the County Disaster and Safety Countermeasures Headquarters with the actual site.


Accordingly, field response drills will be conducted on-site, while the Disaster and Safety Countermeasures Headquarters will be set up in the county office’s disaster situation room, where a discussion-based drill will be held simultaneously under the direction of County Governor Choi Moonsoon.

The exercise will cover the entire process from initial response to recovery, based on a scenario developed through preliminary planning meetings and discussions.


All available equipment, including helicopters, drones, trucks, ambulances, fire trucks, excavators, ambulances, and disinfection vehicles, will be mobilized for the on-site drill. Hwacheon County will broadcast the situation live on a large electronic display vehicle at the site.


Choi Moonsoon, Governor of Hwacheon County, emphasized, "Through this exercise, we will strengthen our ability to respond immediately to real disasters and build a solid cooperation system with relevant agencies. We will ensure thorough preparation to protect the lives and property of our residents."
