President Lee Jaemyung bowed his head on the third anniversary of the Itaewon disaster, stating, "As the president responsible for the lives and safety of the people, I once again offer my deepest apologies to the bereaved families and the public."

In a video memorial address at the third anniversary remembrance ceremony held at Gwanghwamun Square that morning, President Lee said, "Three years ago, in the heart of Seoul, 159 precious lives were lost so tragically in the Itaewon alley." He continued, "This is the first official memorial event organized by the government together with the bereaved families of the Itaewon disaster."


Dressed in a black suit, President Lee read his memorial address, stating, "On that day, the state was absent. We failed to protect the lives we should have saved, and we could not prevent the sacrifices that could have been avoided. There was no preparation, no response afterward, and no one took responsibility." President Lee pointed out, "The trust that the state would protect its people disappeared, leaving only the deep pain and scars of a society where everyone must fend for themselves."


President Lee then declared, "From now on, the state will take responsibility," adding, "We will reflect on everything-our inadequate response, irresponsible evasion, and insufficient apologies and comfort-and correct each and every one. We will ensure that no more unjust sacrifices occur due to the state's neglect or absence."


He further emphasized, "The most fundamental reason for the existence of the state is to protect the lives and safety of its people, and I will firmly establish this basic principle."

Addressing the bereaved families, President Lee said, "The state will never turn its back on you again," and promised, "We will uncover the truth to the very end and build a nation where the lives of the people are respected and everyone is safe." He concluded, "Once again, I offer my deepest condolences. I will not forget. I will remember," bowing deeply.
