Open Call for Pilot Project Sites Begins on November 6
The Seoul Metropolitan Government is introducing the "Industrial Innovation Zone" system to transform stagnant industrial areas into complex innovation hubs centered on future new industries.
On the 28th, the city announced that it has established the "2040 Seoul Industrial Area Master Plan," which outlines the management direction for each type of industrial area, future strategic industries by region, and the basic direction for designating industrial area redevelopment zones.
The master plan is a statutory plan established in accordance with the "Special Act on the Management and Revitalization of Urban Industrial Areas" (hereinafter referred to as the Urban Industrial Area Act). It contains a balanced development strategy to systematically manage industrial areas throughout Seoul and promote the creation of spaces for new industries.
The city will fully implement the "Industrial Innovation Zone" system to reorganize large factory sites, relocated public facility sites, and undeveloped land within industrial areas into complex spaces focused on new industries. The Industrial Innovation Zone is an industrial area redevelopment system designed to revitalize quasi-industrial areas.
The city will also conduct an open call for pilot project sites for the Industrial Innovation Zone. The call will run for 60 days, from November 6 to January 5, 2026, and after a review by the selection committee, approximately two sites will be chosen as pilot locations.
The city will hold a public hearing on the 30th to share its direction for reorganizing industrial areas as new growth hubs and to gather a wide range of opinions. At the hearing, expert opinions on the 2040 Industrial Area Master Plan will be collected, and a briefing session on the Industrial Innovation Zone pilot project will also be held.
In addition, the G-Valley area, a key part of the southwestern quasi-industrial zone and a national industrial complex, will see its industrial functions strengthened and its insufficient green spaces gradually expanded. Through this, the area will be reorganized into an industrial space where advanced industry infrastructure and green leisure hubs coexist in harmony.
Cho Namjun, Director General of the Urban Space Headquarters at the Seoul Metropolitan Government, stated, "Starting with last year's announcement of the major renovation of the southwestern region, the work to reorganize Seoul's aging industrial areas into future innovation spaces centered on new industries is now in full swing. Through this public hearing, we hope to gather diverse opinions from citizens and experts, and expect it to be an opportunity to redefine Seoul's industrial areas as complex innovation spaces where industry, residential, and cultural functions coexist."
