Gyeonggi Province to Conduct Joint Public-Private Inspection of 1,300 Licensed Real Estate Offices

The Gyeonggi Provincial Government will conduct joint inspections of licensed real estate agents in collaboration with the private sector to prevent rental fraud and related damages.


On October 27, the Gyeonggi Provincial Government announced that it will carry out the ‘Second Half of 2025 Joint Public-Private Inspection of Licensed Real Estate Agents’ from October 27 to December 19, with the goal of creating a safe real estate leasing market.


The inspection will be divided into two tracks: verifying compliance with key action items at 1,000 real estate offices participating in the ‘Safe Jeonse Project,’ and investigating 300 real estate offices suspected of illegal brokerage activities.


Since July of last year, the Gyeonggi Provincial Government has been implementing the ‘Safe Jeonse Project.’ The province has encouraged voluntary participation from licensed real estate agents, focusing on 10 key action items such as prohibiting the brokerage of high-risk properties and providing a Gyeonggi-style tenant checklist, to prevent rental fraud. As of September this year, 17,808 offices, accounting for 58% of all real estate offices in the province, are participating in the project.


Through this inspection, the Gyeonggi Provincial Government will assess the level of compliance among participating offices, encourage improvement through retraining and re-inspection for those found lacking, and revoke certification for offices that refuse to participate or repeatedly fail to comply, following review by the operations council.

In addition, the inspection will focus on offices selected based on reports to the Gyeonggi Jeonse Damage Support Center, monitoring by the Safe Jeonse Management Team, and verification data from cities and counties. Key violations to be checked include inadequate confirmation and explanation of properties, providing false critical information during rental contracts, charging brokerage fees in excess of legal limits, and price collusion. If illegal activities are confirmed, the authorities will not only impose administrative sanctions but also secure evidence and refer the cases to the police for investigation.


This joint inspection will be carried out by the Gyeonggi Provincial Government, city, county, and district real estate departments, together with the private sector (Safe Jeonse Management Team).


The Gyeonggi Provincial Government and local governments will provide pre-inspection training for inspectors and handle administrative sanctions, while the management team will support inspections and provide on-site guidance and education. To enhance the fairness and professionalism of the inspection, the operations council will be responsible for selecting targets, organizing inspection teams, sharing inspection methods, and managing follow-up measures.


Son Imseong, Director General of Urban Housing at the Gyeonggi Provincial Government, stated, “The core of this inspection is to expand a transaction culture free from rental fraud by combining the responsible participation of licensed real estate agents with the expertise of the private sector,” adding, “We will continue to strengthen the management system to create a safe real estate market where residents can feel secure.”
