Land Committee of the Democratic Party to File Breach of Trust Complaint Against Oh Sehoon: "SH Provided Unsecured Loan to Hangang Bus"

On October 26, members of the Democratic Party of Korea on the National Assembly's Land, Infrastructure and Transport Committee announced that they plan to file a complaint against Seoul Mayor Oh Sehoon for breach of trust, citing that the Hangang Bus project imposed a financial burden on Seoul Housing & Communities Corporation (SH) during its implementation.

The committee members stated, "It is a clear act of breach of trust for SH to lend 87.6 billion won to a private company without securing any collateral," adding, "It is unprecedented for the government or a local government to lend such a massive sum-87.6 billion won-without securing even a single won as collateral."


They further emphasized, "Mayor Oh has admitted that SH lent 87.6 billion won to Hangang Bus (the Hangang Bus operator) without securing collateral," and urged, "Mayor Oh must immediately withdraw the irrationally and hastily pushed Hangang Bus project before an even bigger incident occurs."


On October 20, during the Land, Infrastructure and Transport Committee's audit of the Seoul Metropolitan Government, Mayor Oh responded to Democratic Party committee members’ claims that the unsecured loan constituted a violation of the Local Public Enterprises Act and was grounds for breach of trust by stating, "There is no collateral, but all legal means to secure repayment have been prepared."
