Former People Power Party leader Han Donghoon has issued strong criticism against the amendment to the Lease Protection Act, commonly referred to as the "9-Year Jeonse Law," which was proposed by lawmakers from the ruling coalition.

On the night of the 25th, Han stated on social media, "The Democratic Party administration is reportedly pushing ahead with the so-called '3+3+3 Lease Law.' This essentially means eradicating the 'jeonse' system."


This bill, proposed by 10 lawmakers from the Democratic Party, the Cho Kuk Innovation Party, and the Social Democratic Party, seeks to allow tenants to renew their contracts twice and extend each renewed lease period to three years, making it possible to maintain a jeonse contract for up to nine years. Currently, lease contracts last for two years, with a single renewal allowing a maximum stay of four years.


Han expressed concern that if the amendment passes, the jeonse system will effectively disappear and the market will inevitably shift to monthly rentals. He pointed out, "If this happens, the jeonse system, which has been preferred by most citizens, will vanish, leaving only the burdensome monthly rent. Monthly rent will increase."


Han further criticized the bill, arguing that it is exacerbating housing insecurity in conjunction with the October 15 real estate measures. He said, "The first stage of the October 15 housing disaster measures blocked the path to homeownership. Now, as a second stage, they are trying to eradicate jeonse altogether. One cannot help but suspect that the Democratic Party administration had this all planned from the beginning. This is a plan to ruin people's life plans and increase the burden of housing."


Han especially emphasized, "Even though Vice Minister of Land, Infrastructure and Transport Lee Sangkyung, who led the October 15 housing disaster, has resigned, the Democratic Party administration is accelerating the housing disaster by pushing this '3+3+3 Lease Law.' Many citizens I have met in the southern Gyeonggi region are angry and anxious."


Han also released a video in which he listens to public opinion from a real estate agent in Hwaseong, Gyeonggi Province. The agent said, "There is already a severe shortage of jeonse properties, so implementing the '3+3+3 Lease Law' makes no sense. If someone buys a new house and rents it out, it means they can only sell it after nine years. Almost no one would do that."


He added, "We must speak out and take action together with reasonable citizens to prevent a housing disaster. Once these housing disaster measures are implemented, it will be very difficult to reverse the damage."


Han repeatedly stressed the need to restore citizens' housing plans, emphasizing, "The October 15 housing disaster measures must be repealed."
