The main content of the ordinance stipulates that, within the limits of the budget, financial support may be provided for the purchase of wigs for cancer patients experiencing hair loss as a side effect of chemotherapy. Eligible recipients must have resided in Gwangyang City for more than one year and be recognized as needing a wig based on a physician's opinion. The support covers 90% of the wig purchase cost, up to a maximum of 1 million won, and is provided as a one-time benefit. The ordinance also specifies that duplicate support or fraudulent claims will be subject to recovery measures.

Councilor Jung Guho stated, "Hair loss caused by chemotherapy is not simply a matter of appearance; it is a significant issue that can lead to psychological distress and social withdrawal for patients. Through this ordinance, I hope to establish a practical welfare foundation that will help cancer patients maintain their confidence and strengthen their determination to undergo treatment."

He added, "I also hope that, through the enactment of this ordinance, Gwangyang City will be able to provide tangible comfort and hope to patients who require psychological and emotional support in addition to medical expenses."
