Ordinance Passed in County Council Plenary Session
"Welfare Gaps Addressed... Improving Quality of Life for Residents"
The 'Boseong County Ordinance on Supporting Nursing Care Expenses for Low-Income Elderly,' proposed by Dongjin Yoon, a member of the Boseong County Council in South Jeolla Province, was passed at the 315th extraordinary session of the council on October 23.
The ordinance was established to address the increasing demand for elderly nursing care due to the transition to a super-aged society and to alleviate the burden of nursing care expenses for low-income seniors. It aims to provide an institutional basis for closing welfare gaps.
The main provisions of the ordinance include the establishment and implementation of a basic plan for nursing care expense support, qualification standards for caregivers, and eligibility criteria for support. Specifically, it stipulates that low-income seniors aged 75 or older who are hospitalized and receive nursing care services may be provided with nursing care expense support within the budget.
Yoon stated, "Considering the rapidly aging demographic in our region, it is essential to establish practical nursing care support measures for seniors who are in welfare blind spots," adding, "Through the enactment of this ordinance, I hope to improve the quality of life for local seniors and strengthen the effectiveness of welfare policies."
He further added, "I will continue to do my best to develop welfare policies that reflect voices from the field and to engage in legislative activities that contribute to improving the quality of life for county residents."
With the enactment of this ordinance, the burden of nursing care expenses for low-income elderly residents in Boseong County is expected to be reduced, which is anticipated to not only address welfare blind spots but also have a positive effect on improving quality of life.
