Mayor Lee Donghwan of Goyang Welcomes Selection of Live Nation Consortium
as Preferred Negotiator for K-Culture Valley Project
Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on the 23rd that Mayor Lee attended the event for the announcement of the preferred private business operator for the K-Culture Valley Complex Development Project T2 Arena site and expressed his welcome for the selection of the consortium of Live Nation Entertainment and Live Nation Korea, the world's largest concert promotion company, as the preferred negotiator.

The event was attended by Kim Dongyeon, Governor of Gyeonggi Province; Lee Donghwan, Mayor of Goyang; National Assembly members Kim Seonghoe and Lee Kiheon; members of the Gyeonggi Provincial Council; Kim Yongjin, President of Gyeonggi Housing and Urban Development Corporation (GH); Stephanie Bax, Head of Asia for Live Nation; Kim Hyungil, CEO of Live Nation Korea; Lee Heungwon, Professor at Dong-Ah Institute of Media and Arts; and other professionals from the culture and performance sectors.
On this day, Mayor Lee stated, "The future of Korean culture, K-Culture Valley, is embarking on a new leap forward here today," and added, "I sincerely congratulate the Live Nation consortium on being selected as the preferred negotiator."
He continued, "The K-Culture Valley project is a long-cherished wish and a long-term project that we have been preparing for over the past ten years. As our citizens have waited a long time, today's achievement is the fruit of that patience," emphasizing, "Gyeonggi Province and Goyang City will set a new global standard on the world stage."
He also said, "Once K-Culture Valley is completed, Goyang will emerge as a 'global performance city' equipped with world-class performance infrastructure," and added, "We will focus all our capabilities to ensure the arena is completed quickly through systematic and comprehensive administrative support."
Gyeonggi Housing and Urban Development Corporation (GH) conducted a public tender for private developers for the T2 site (including the arena) last April. Of the four companies that submitted letters of intent, only the Live Nation consortium submitted a final proposal. On the 22nd, GH held an evaluation committee and selected the consortium as the preferred negotiator.
Going forward, once GH and the Live Nation consortium sign the basic agreement, the project will proceed through construction preparations, with construction scheduled to resume in May next year and completion targeted for the end of 2029.
Meanwhile, after signing a memorandum of understanding (MOU) with Live Nation Korea in September last year for cooperation and mutual growth in the culture and performing arts sector, Goyang City has hosted a series of large-scale performances by world-renowned artists, proving its competitiveness as a performance city.
Recently, the neologism 'Goyang-Con' has emerged, reflecting Goyang's status as a hub for global performances. The Coldplay concert held at Goyang Sports Complex in April drew a record 320,000 attendees, the largest audience in Korean concert history, while the Oasis concert held on the 21st received an enthusiastic response from fans who traveled from all over the country.
