A video showing a Russian man lying on the trunk of a moving car and looking at his smartphone on a road in Ansan, Gyeonggi Province, has gone viral, drawing heavy criticism from online users.


According to a report video posted on an online community on the 22nd, a man was seen lying on the trunk of a black sedan on a one-way street in what appeared to be a busy area. Despite the car being in motion, he appeared relaxed as he looked at his smartphone.


The person who reported the incident commented, "When you think of foreigners, you might think of Chinese people first, but these days, there are a lot of problems with Russian people in Ansan as well. For example, three kickboards occupying all three lanes and going the wrong way, or people lying in the open trunk while the car is moving-there just seems to be no solution."


According to Article 39 of the current Road Traffic Act (Methods and Restrictions on Boarding and Loading), all drivers must take necessary measures, such as properly opening and closing doors, to ensure that passengers or cargo do not fall out. Violations can result in a fine of up to 200,000 won or detention.


Meanwhile, there was a similar case in 2022. Late at night, two people were seen standing in an open trunk while the vehicle was in motion. According to the report video, there were a total of seven people in the car, including five inside the vehicle.


At the time, Kang Sucheol, Director of Policy Research at the Korea Road Traffic Authority, said in an interview with MBC, "If the number of passengers exceeds the limit, the driver will be fined 60,000 won for a passenger car. If someone is riding in the cargo area, the driver will be fined 40,000 won for a passenger car as well."
