Goyang City Opens 100 Public Datasets Over Five Years

Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) is drawing attention as it pushes for a paradigm shift toward data-driven administration in line with the era of artificial intelligence (AI).
According to Goyang Special City on October 20, the city has maintained the top grade for six consecutive years in public data openness evaluations and has built a data ecosystem where citizens and businesses can grow together by opening 100 new datasets to the public over the past five years.
◆Accelerating AI-Friendly Data Openness
The city is currently making available 243 public datasets from 66 departments through the Public Data Portal (data.go.kr), including 50 datasets in public administration, 35 in health and social welfare, 35 in transportation, logistics, and industrial communication, and 34 in the environment sector.
In particular, the city is strengthening "AI-friendly data openness" by focusing on datasets for AI training and IoT sensor data.
AI-friendly data refers to datasets with time-series, reliability, completeness, and versatility, making them suitable for developing artificial intelligence services.
The city plans to establish an AI-friendly data catalog by 2026 and develop a quality management plan by 2028, aiming to achieve a 100% conversion rate to open formats such as CSV, JSON, and XML.
◆Pilot Operation of "On-Site Public Data Analysis"
To enhance the practical use of public data, the city has also launched a pilot project called "On-Site Public Data Analysis."
Each month, the city analyzes and shares datasets from 66 departments, covering 243 datasets, to improve data quality and discover high-value data. Public data analysis is meaningful in enhancing data quality and expanding the release of high-value datasets.
In September, the city completed analyses of public facility opening information and local tax assessment and payment status data. In October, it shared the results of analyses on information disclosure request processing and large waste collection status with each department.
Going forward, "On-Site Public Data Analysis" will be operated with the goal of opening and analyzing public data from all departments. The initiative aims to establish a culture of data-driven decision-making and contribute to the discovery of high-value public data by gathering ideas for data utilization and collecting feedback from departments.
◆"The Starting Point of an AI Innovation City is Public Data"
In September, Goyang City established the "5th Basic Plan for Public Data (2026-2028)." With the vision "The starting point of an AI innovation city is public data," the city is pursuing three main goals: opening high-demand, high-value public data for AI, promoting data sharing by eliminating data silos, and managing the quality of AI-friendly public data.
Going forward, the city will focus on actively opening AI- and business-friendly data, such as IoT sensor data collection databases. It will also expand the scope of public data quality assessments and systematically manage data standards to secure high-quality, AI-friendly public data.
Mayor Lee Donghwan of Goyang Special City stated, "Now that the era of AI has become a reality, public data is a public asset that local governments are obligated to open. We will continue to discover and expand high-quality public data so that Goyang citizens and local businesses can grow together."
