As cases of sex crimes involving fake nude photos created using artificial intelligence (AI), commonly known as "deepfakes," continue to rise, a teenage girl in the United States has filed a lawsuit against an AI development company. On October 17, Yonhap News, citing the Wall Street Journal (WSJ) and other sources, reported that a 17-year-old girl residing in New Jersey filed a lawsuit against "AI/Robotics Venture Strategy 3," the developer of the AI-generated software "Cloth Off." The girl also named the messenger app Telegram as a defendant, claiming that Telegram allowed automated programs to access Cloth Off.

According to the WSJ, the girl posted a photo of herself in a swimsuit on her social networking service (SNS) account when she was 14 years old. She alleges that a male classmate from her high school used Cloth Off to turn this photo into a fake nude image. It was also reported that some male students in the same class created fake nude photos of several female students using AI tools and shared them in a group chatroom.


The plaintiff stated that she lives in constant fear that her fake nude photo could be distributed online, and she is also concerned that photos of herself and other female students might be used to train Cloth Off's AI. Her legal team requested the court to order the operator of Cloth Off to delete and destroy all nude images held without the consent of the individuals involved and to prohibit the use of such images for AI model training.


In particular, the girl's legal team argued that "the creation of such images constitutes child sexual abuse content" and called for a strong response. On the other hand, the company claimed that the incident violated their AI software's terms of service, stating, "It is impossible to process images of minors, and any attempt to do so may result in account suspension. We do not store any data."

The company that developed Cloth Off is headquartered in the British Virgin Islands and is reportedly operated by residents of Belarus. The plaintiff's side expects that if the operators do not appear in court or respond to the lawsuit, the court could block the use of the software within the United States.


According to the WSJ, ClaudeOff links are also being used as a means to produce child pornography on illegal websites. In response, David Chiu, the San Francisco District Attorney, filed lawsuits last year against 16 major deepfake and nude sites, including ClaudeOff, and shut down about 10 of them. Chiu, who continues to pursue legal action against ClaudeOff, emphasized, "We will not stop (the lawsuits) until every operator is held accountable."

Deepfake Sex Crimes on the Rise... 60% of Suspects Are Teenagers

While the number of deepfake sex crimes is increasing not only overseas, including in the United States, but also domestically, data submitted by Assemblyman Jeong Seongguk of the People Power Party from the National Police Agency on October 10 shows that as of August this year, the number of suspects booked for deepfake sex crimes reached 936, already surpassing last year's figure of 682. What is most concerning is that 60% of the suspects are teenagers. The number of teenage suspects has doubled compared to the previous year across all age groups.

By age group, teenagers accounted for 59.4% (556 individuals), those in their 20s made up 32.0% (300 individuals), those in their 30s were 6.4% (60 individuals), those in their 40s were 1.1% (11 individuals), and those aged 50 and older were 0.9% (9 individuals). Except for teenagers, who made up more than half of the suspects, the number of suspects in every age group nearly tripled. The number of suspects in their 20s increased from 107 in 2024 to 300 in 2025 (as of August), suspects in their 30s rose from 20 to 60, those in their 40s from 4 to 11, and those aged 50 and older from 3 to 9. Considering that these figures are as of August, the total number of suspects is expected to increase significantly by the end of the year.
