Leading the Province’s Development and Securing Future Growth Engines

On the 16th, Jeollanam-do held the retirement ceremony for the 43rd Vice Governor for Administrative Affairs, Myung Changhwan, at the Wangin Room of the provincial government building.
During the ceremony, a commemorative video highlighting his major activities during his tenure was shown. Vice Governor for Economic Affairs Kang Wiwon presented a plaque of appreciation, while employees gave Myung commemorative plaques, a photo album filled with memories, and bouquets of flowers. The official event concluded with a farewell speech by the Vice Governor for Economic Affairs and a retirement address by Vice Governor Myung Changhwan. Afterwards, employees accompanied the Vice Governor on his final departure from the provincial office at the Yoon Seondo Hall on the first floor.
Since his appointment in August 2023, Vice Governor Myung has dedicated himself for two years and two months to securing Jeollanam-do’s future growth engines and resolving key issues, playing a pivotal role in the province’s development.
Born in Goheung, Jeollanam-do, he graduated from Suncheon High School and passed the first Local Higher Civil Service Examination in 1996, beginning his public service career in Yeosu. He has since accumulated over 30 years of experience in provincial administration, serving in various capacities within Jeollanam-do.
During his tenure, he proactively fostered strategic industries to prepare for Jeollanam-do’s next 100 years, including: promoting the petrochemical and steel industry transformation mega-project; establishing a space industry cluster centered on the Naro Space Center in Goheung; attracting and building infrastructure for a specialized secondary battery complex in the Yeosu, Suncheon, and Gwangyang areas; expanding the foundation for new energy industries with a focus on offshore wind power in Sinan; and creating an innovative ecosystem for advanced agri-industry based on AI and data.
Additionally, he delivered tangible results in key provincial initiatives such as: negotiating and coordinating with the central government for the relocation of Gwangju’s military and civilian airports to Jeollanam-do; attracting the establishment of a national medical school in the Jeonnam region; securing national funding and strengthening fiscal management; and driving organizational culture innovation and the spread of proactive administration.
At the central government level, he served as Director of the Community Division at the Ministry of the Interior and Safety, and as a member of the "October 29 Disaster Victim Support Team," gaining solid policy coordination experience. Based on this, he has been recognized for his deep insight and strong execution in provincial administration.
In his retirement address, Vice Governor Myung said, "Public service has been truly meaningful and rewarding for me. I am deeply grateful to Governor Kim Yungrok for giving me this precious opportunity, and to all the staff who supported each other through difficult times."
He continued, "I hope you will always strive to learn and grow, and become public servants who understand and empathize with the people from their perspective," offering advice to junior officials. He added, "Even as I embark on a new path, I will always remember each of your faces, voices, and the times we laughed together," expressing his heartfelt sentiments.
