The "National Happiness Civil Service Office" is a certification system in which the Ministry of the Interior and Safety comprehensively evaluates civil service offices across 25 items in four categories: internal and external environment, safe civil service environment, civil service processing, and experience and satisfaction. Outstanding institutions are selected and certified for a period of three years.

With this selection, the Gangwon Provincial Office of Education will operate as a certified "National Happiness Civil Service Office" from 2026 to 2028.

The Gangwon Provincial Office of Education has continuously prioritized the convenience and satisfaction of civil service users, striving to improve the environment of its civil service office.

Efforts include operating a dedicated counter for socially disadvantaged groups, installing chairs and nursing rooms for infants and toddlers, providing sample forms via QR codes, and running an electronic civil service center, thereby establishing a convenient and safe environment for civil service users.

Additionally, the office has enhanced accessibility and tailored services by considering the diverse circumstances of civil service users. Initiatives include exclusive parking spaces for visitors, drive-through (or visit-based) civil service delivery, advance reservation services, and dictation services for those unable to write. For multicultural users, translated civil service forms and interpretation assistance are also provided.

Furthermore, as part of its unique initiatives, the office operates the Gangwon Education Call Center (033-1396), offers an electronic braille service on its website, and improves the certification issuance system by digitizing old academic records. These efforts demonstrate leadership in the digital transformation of civil service and in improving access to information.

Park Kihyun, Director of General Affairs, stated, "We will continue to do our utmost to improve civil service with a user-centered approach, creating a civil service office that users can trust and feel satisfied with."
