Jeollanam-do to Pursue Designation of 3.6GW Offshore Wind Power Cluster in Jindo

Jeollanam-do is moving forward with plans to designate a new offshore wind power cluster in Jindo, following its previous efforts in Sinan.


On October 16, Jeollanam-do announced that it held the "Public-Private Council for Phases 1 and 2 of the Jindo Offshore Wind Power Cluster" in the Seo Jae-pil Room at the provincial government office, where it explained and discussed the phased business plans for the cluster designation.


The first phase of the project will consist of three sites with a total capacity of 1.47 GW, while the second phase will have two sites with a capacity of 2.13 GW, making a combined total of five sites and 3.6 GW. Although the phases are distinguished by the locations of the power plants and connection lines, both phases will be promoted simultaneously.


Starting with this public-private council, Jeollanam-do plans to finalize the business plan after gathering feedback through six resident briefings for Jindo residents and a second public-private council. The province aims to submit the designation application to the Ministry of Climate, Energy and Environment by the end of October.


If designated as a cluster, the project will be eligible for a locally-led Renewable Energy Certificate (REC) weighting of up to 0.1, enabling the promotion of local resident projects and other initiatives.


Although the offshore wind power cluster system will be abolished when the Offshore Wind Power Act takes effect in March 2026, the Ministry of Climate, Energy and Environment is accepting final applications until the end of October in response to requests from many local governments. Currently, about eight basic and metropolitan local governments nationwide-including Incheon, Ulsan, and Jeonbuk-are reportedly preparing to apply for cluster designation. The results are expected to be announced before March next year.


Jung Hyungu, Director of the Energy Industry Bureau of Jeollanam-do, stated, "If both phases 1 and 2 of the Jindo Offshore Wind Power Cluster are designated, we will be able to secure 280 billion won in RECs annually, which will help realize profit-sharing with residents and a basic energy income." He added, "We will ensure that the business plan reflects the voices of local residents and fishermen, and we will do our utmost to secure the cluster designation."


In April, Jeollanam-do's Sinan Offshore Wind Power Cluster, the largest in the Asia-Pacific region with 10 sites and a total capacity of 3.2 GW, was designated as a cluster.
