Chuncheon City: "Legitimate Procedures in Accordance with Legal Standards"
Amid ongoing conflict between Gangwon Special Self-Governing Province and Chuncheon City over the construction of the new provincial government building and the Goeun-ri Administrative Complex Town project, the province has submitted its fifth application for a traffic impact assessment for the new building to Chuncheon City.

Gangwon Province has objected, claiming that Chuncheon City is making excessive supplementary requests during the traffic impact assessment process, while Chuncheon City insists that its actions are in accordance with legitimate procedures based on legal grounds.
On October 15, Vice Governor of Gangwon Special Self-Governing Province Yeo Jung-hyup stated at a press conference in the provincial government briefing room, "We plan to submit the fifth traffic impact assessment report today," adding, "We are proceeding with patience, as this is a decision for the benefit of the residents."
He further criticized, "Chuncheon City not only rejected the administrative complex town development plan but also requested supplementary materials for the new government building’s traffic impact assessment on four separate occasions," and added, "Requesting additional supplements for new reasons each time is effectively an act of delaying the project."
He also expressed strong dissatisfaction, saying, "Recently, the province even included areas outside the 2-kilometer evaluation range set by the Ministry of Land, Infrastructure and Transport guidelines in the assessment. At this point, it can only be seen as a refusal to approve the construction of the new government building."
In response, Chuncheon City stated in an official statement, "The traffic impact assessment for the provincial government building was supplemented in accordance with Article 17 of the Ministry of Land, Infrastructure and Transport's traffic impact assessment guidelines, based on legal regulations," and emphasized, "There has never been a case where new supplementary requirements were requested each time."
Chuncheon City also stressed, "The supplementary requests are clearly stated in the deliberation decisions and previous supplementary reports, and they are the minimum measures necessary to resolve potential traffic congestion and reduce inconvenience for citizens resulting from the relocation of the provincial government building."
The city plans to convene a review committee for thorough discussion upon receiving the traffic impact assessment for the new government building. In contrast, Gangwon Province has announced that it will not be applying for the administrative complex town development plan for the time being.
